The Council then considered the audit forthe fiscal year ,end ing September..301.-1956.and after discussion on motion of.Mr. Brown,.seconded by Mr. Collins, and unanimously voted the audit was accepted, ordered printed and sent to all the taxpayers. Mr. Webb said the annual letter from the ,Club regarding the :4i11- age employees Christmas Fund had been sent and he asked::if it was agreeable for Dr. Exley to serve on..the.committee again with himself and the Mayor. ,He said he would also ,write Mr. doogan.a letter thanking the Club for their part in ,the bonus plan. The Council agreed to have Dr. Exley serve on the :Committee. A letter was read from Chief Shepard of the Miami Beach Police Department regarding. the.details'and Bat Harbour's part in the recent Sittamore case. The Council briefly discussed the plans for .the Village, Hall.dedi- cation and set January llth. It was agreed. that Mr. Beatty would.wOrk with Mr. Webb on the details., There being no further business before the meeting on.motionsf Mr. Landis, seconded by Mr. Collins, the meeting adjourned. . The. Council of Bal Harbour Village met Saturday, January 1.9, 1957 at 9430 .'L M. at the;Village Hall, . There were present: Messrs. Broeman, Brown and Landis. Absent: Messrs..Beatty and Collins Also present were W. H. Webb, Village Manager; Mary Wetterer,. Village Clerk; and Thomas Anderson, Village. Attorney. In;the absence of Mayor Beatty, Mr. Broeman the Assistant Mayor presided at -she meeting. . .Mr. Webb suggested that a permanent seating arrangementbe provided for the Council in the'new Council Chamber and outlined a possible plan. The Council decided that the Village Manager should prepare a sketch of the4aan to be sent to all taxpayers with an informative letter regarding time of Council Meetings and duties and functions of the Village 0fficials':and Departments. JANUARY 19, 1957. 1� On motion of Mr. Landis, seconded by Mr. Brown,.the minutes•of the previous meeting of December 15, 1956 were approved as submitted. Mr. Brown reported that he had met with Dr. Tenches of the Church By The Sea and the Church was now willing, to have the sidewalk constructed on a lien basis. It was then decided to proceed with the:sidewalk construc- tion. Mr. Anderson suggested that the Council should notify Harbour,Square. that a re -hearing was to be held on the sidewalks construction job so that they'could be present. Mr. Broeman said he would like to discuss at this time the parking taking place on 96thStreet since the curb and gutter had been installed and thought the Village should instill parking.meters on ..this strip. Er. 'Webb told the Councilthat if parking meters were installed . a sidewalk would -also have to be put in next to' the curb line. Mr. Brown " suggested that parking be limited to_,one hour and the charge ten cents. The Council then decided that in view of the fact the._Viilage:would of neaess:ty • construet.a sidewalk for placing'the parking meters for the present time they ., 'wouid`cancei their plans for sidewalk construction at the property line. Mr. Webb was authorized to get bids'on.parking meters for placement on 96th:Street. to be paid for from revenues derived from parking. It was thexi moved. by Mr. Landis, seconded by Mr. Bwwu and unanimouslyvoted that Mr. Webb accept bids and let a contract for the construction of a four foot sidewalk abpng the curb line on'96th Street, the cost to be paid for by the Village. Mr. Webb said the, formal amondment of the sign ordinance to permit hotel entrance signs was ready and was read by the Clerk. Thereupon on motion of'Nr. Brown, seconded by Mr. Landis, Ordinance No. 53,, entitled! "AN ORDINANCE AMENDING ORDINANCE NO. 37 OF .BAL HARBOUR VILLAGE, FLORIDA," was unanimously adopted. The Village Manager said the revised plans for the garage,bui1Aing had not been finished in time'for formal bids but that.Harry Tolton`.had figured them from a rough copy and had estimated approxiatatel '$9,5to.0o.. He said he would have the plays blueprinted next week and put out for bids. Mr. -Webb said that the expenses for the party following the dedica timn:of the Village Hall had amounted to $112.84 and that he ha4 perswnally paid for these expenses until. the Council decided how they were to be charged. He said 'due ,to some adverse criticism on the part Of a few taxpayers he had, discussed with Mayor Beatty the possibility, of the Council'and he assuming the bill themselves. Styes then decided by the Council that the five mea- bers would split the bill among themselves. Plans.•for the "Open House" to be held for the taxpayers on February lstwere discussed and it was decided that no liquor would be served at that time at the taxpayers, expense. A letter was read from Mr. Hooper, Vice President of RCA, commending the Bal Harbour Village Police Department on their handling of the RCA Conven- tion recently held at the Americana Hotel. Mr. Brown suggested that a copy of this letter be made and sent out with the next News Letter. . Mr. Webb read a letter from Mr. Gordon Knox Smith containing the following complaints: Building construction sheds remaining after job cam- / JANUARY 19. 1957 pletion; Dogs running loose -in the Village; Loud speakers from the hotels; Ashes blowing from hotel incinerators; Painting needed on the park Wall -in Block 8. Mr, Webb said he had written Mr. Smith a letter and told him the items would be discussed at this meeting. The Council agreed that building sheds should be removed within thirty'days after the end of construetion, also that'the Chief of Police was to be instructed to enforce the dog ordinance. Mr. Webb explained that sometimes a loud speaker cannot be heard by the man patrolling in the police car and that when any taxpayer is annoyed they should call the man on duty and he would have the hotel notified immediately. He also explained. that the problem. of ashes coming from hotel incinerators was partly due to overloading and this situation wes being corrected. The Council suggested that in line with this Mr. Webb should obtain copies of anti -smoke ordinances for consideration. Mr. Broeman said he thought the painting of the park wall brought up. again the prob- lem of who was to maintain the parks. The Council then agreed that Mr. Webb would contact Mr.'Coogee-APd'the Board of Governors of the Bat Harbour Club to meet with the Council at the next meeting. •A copy of a Resolution adopted by the City:of Miami regarding a Juvenile Curfew was presented to the Council and the Council agreed it.woulk not be neces- sary to adopt one'in'Ba1 Harbour. 4 Mr. Webb read a letter from the Southeastern Fire Underwriters stating that the Fire Apparatus Room could not be used to house any other type of equip meat. He said thathe had notified the Underwriters that the Water Tank was now in operation and they would make a new survey. An invitation from Governor Collins was extended to joixi`+in the dedi- cation.ceremonies of the Sunshine State Parkway and the Council decided that the Village should send the Fire Engine and Police Car to join the motorcade with the Village Manager and anyone else who wanted to go along. Mr. Brown said he had gone with Chief Parkes to look into the' parking lot being operated on 96th Street and he thought something had to be done to stop the dust and dirt being blown all over. Mr. Anderson said that he'would suggest that the operators be notified that it was being operated in gcncouform- anee with our ordinances and they,nust comply or close the lot. Mr. Webb was then instructed to so inform the owners. Mr. Landis said he would like to discuss again the possibility of set- ting up the Village into election districts to give the'hotel and apartment owners representation. It.was decided that Mr. Landis would work with Mr. Webb and draw up a memo to be presented to the Council and Village Attorney setting forth a plan for the next meeting. Mr. Webb said there had been a meeting of the Ocean Front owners regard- ing the erosion and that until the Village had an overall groin survey the owners could not proceed with any definite plans. He asked the Council to authorize a survey by the Village Engineers at a cost of $1,200.00. It was then moved by Mr. Llpdia, seconded by Mr. Brown and unanimously votedrthat an overall survey be made by the Village Engineers for the construction of groins and dredging nec- essary to maintain the Ocean Front property. Mr. Broeman said that the debris on the Business Section Site looks horrible and thought that Harbour Square should be made to clean it up. The JANUARY 19. 1957 Council asked Mr. Webb to write them a letter notifying them that.the prop- erty would have to be cleaned up and leveled, Off 'within thirty days or the Village:would do this work on a lien basis. There being no further business before the meeting on motion of Mr. Brown, seconded by Mr. Landis, the meeting adjourned. T • Mr. Brown suggested that due te theMayor being deta4ned that Mr. Broeman conduct the meeting until his arrival. Thereupon, the meeting was opened by Assistant Mayor Brosnan, and on motion of Mr. Collins, seconded by Mr. Brown, the minutes of the previous meeting of January 19, 1957 were approved as submitted. Mr. Beatty then took the chair and rase Webb quoted the parking meter prices obtained from the Duncan Parking Meter Company. Mr. Beatty said he was not at the previous meeting when it was decided to instn11 meters on 96th Street, but herasfavor of parking along that strip due to the amount of traffic on-96th Street. 'Mr. Broeman said he thought that parking was a good ideabecause-People should have some place to park While:transacting business at the Village Hall. After discussion, it was moved by Mr. Brown, seconded by Mr.Iandis, and nnanimouslrvoted that the Village Manager be• authorized to set up No Parking" zones east of the Vill- age Hall on 96th Street and provide parking at the Village Hallsite for approximately four cars, to be marked "For Village Ball Business Only". The Village Manager said that he had contacted all the Councilmen individually after bids for the garage building had been opened in the fol- lowing amounts: Harry Tolton and Son, $10,500; Gaffney ConstruCtion, U1,627;, M. R. Harrison, $12,970; and NOr-Isle Builders, $12,986. On this basis the contract had been let to Harry Tolton and. Son and work was already progress ihg. On mbtion of Mr. Broeman, seconded by Mr/Brown, the Manager's action was formally approved. Mr. Webb said the plan for parking at the water tank site was .ready and that the paving would amount to about 800 square yards which should be done for about 31,400. It was moved by Mr. Braemar:, seconded by Mr.Br, . and unanimously voted that he get• bids to be reviewed by the Council and pro - teed with the work for the employees parking. February 16, 1957
