Call to Order Jim Wisch called the meeting to order at 10:02 am. 2. Review and approve minutes from the meeting held on January 17, 2017. The minutes were approved. 3. Old Business none 4. Review proposed bill draft. The bill draft was reviewed and approved as amended. Discussion was held on what work was exempt and the permit fee rate structure. This will be discussed with the Steering Committee as to a possible new subcommittee. 5. New Business—next meeting assignment and discuss what needs to be done to finish code. The committee's work is completed unless the Steering Committee sends the draft bill back for further review. 6. Public Comments No public comments were made. 7. Next meeting date?^'February 21St or TBD? A next meeting date was not set 8. Adjourn Sine Die The meeting adjourned at 11:51 am. 2015 Existing Building Code and Commentary possible amendments: Reviewed and approved 2nd reading of proposed amendments: 1. Section 105.2—refer to Sections 706 (reroofing)and 707.2 for addition or replacement of roofing or replacement of equipment—what is exempt from permit? (Defer to Steering Committee)—Philosophy is to exempt residential(1 and 2 family)envelope repair/replacement work. Otherwise,an office consulting/permit fee is required for all commercial envelope repair/replacement work. 2. Section '101.1.1—Code—change "shall"to"may";Commentary—change"must"to"should" 4. Section 406.1 Code—change"shall"to"may";Commentary—change"must"to "should" 5. *Section 408.3—Add a 4th exception—"4. Historic districts." Note—does this include Landmarks? Section 1401.2— Delete reference to date. This will allow performance analysis on any building—regardless of when it was built. (OK) 16. The appendix will not be adopted (OK) * What will it take to allow City Code to declare a building historic? In checking, it is advised to work with the City of Jefferson's Historic Preservation Commission to alter City Code to allow individual buildings to be declared historic with local authority.
