A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE ROUTE
15 (SOUTH KING STREET) WIDENING PHASE I (GOVERNORS
DRIVE TO GREENWAY DRIVE) PROJECT TO GENERAL
EXCAVATION, INC. IN THE AMOUNT OF $4,498,188.60
WHEREAS, the Route 15 (South King Street) Widening Phase I (Governors Drive to
Greenway Drive) is a funded Capital Project; and
WHEREAS, the Virginia Department of Transportation has provided funding in the
amount of approximately $7.6 million for the project and the Town's participation is
approximately $673,000; and
WHEREAS, in response to public solicitation for bids for construction of the Route 15
(South King Street) Widening Phase I (Governors Drive to Greenway Drive) project, the Town
received bids on November 23, 2011 from the following firms:
• General Excavation, Inc.
$4,498,188.60
• Branch Highways, Inc.
$4,712,106.00
• Hitt Contracting, Inc.
$5,049,626.40
• Faulconer Construction Company
$5,114,648.00
• F.O. Day Company
$5,427,744.50
• Lane Construction
$5,448,020.55
• A &M Concrete
$5,546,442.25
• Rustler Construction
$6,804,414.55
WHEREAS, the bids were evaluated by the Acting Director of the Department of Capital
Projects and the Chief Purchasing Officer in accordance with the Town purchasing Policy; and
WHEREAS, the Virginia Department of Transportation reviewed the bid package and has
provided their authorization to award the contract; and

EXCAVATION INC. IN THE AMOUNT OF $4,498,188.60.
WHEREAS, General Excavation, Inc. was determined the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract in a form approved by the Town Attorney with
General Excavation, Inc. in the amount of $4,498,188.60 for the construction of the Route 15
(South King Street) Widening Phase I (Governors Drive to Greenway Drive) project.
