A RESOLUTION: EDWARDS FERRY AT ROUTE 15 BYPASS RIGHT TURN LANE
IMPROVEMENTS CHANGE ORDER NO.6 FOR DESIGN AND
ENGINEERING SERVICES
WHEREAS, the Edwards Ferry at Route 15 Bypass Right Turn Lane Improvements
project is a funded capital project; and
WHEREAS, the Town awarded a contract to Rinker Design Associates, P.C. in March
2010 in the amount of $75,400.00 to provide engineering services for the design of the Edwards
Ferry at Route 15 Bypass Right Turn Lane Improvements project; and
WHEREAS, Change Order Nos. 1 -5 for design changes totaled $47,047.00, which
increased the contract to $122,447.00; and
WHEREAS, Change Order No. 6 was unforeseen and increases the modified design
contract amount by more than the allowable 25% or $50,000, whichever is greater, as allowed by
the Virginia Public Procurement Act and the CIP Policies and Procedures Manual; and
WHEREAS, the design work in the amount of $11,197.00 is necessary to finalize the
engineering plans for construction; and
WHEREAS, no additional funding is required; and.
WHEREAS, the Director of the Department of Capital Projects recommends that this
design change order be approved.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute Change Order No. 6 with Rinker Design Associates, P.C.
in the amount of $11,197.00 for providing the additional design and engineering services for the

total of $133,644.00.
