Corbin St. Present: Chair and Commissioner Matt Hughes, Dani Black and Victoria Pace Staff: Planning and Economic Development Manager Shannan Campbell and Assistant Town Manager 1. Call to order Chair Matt Hughes called the meeting to order at 5:30 p.m. Planning and Economic Development Manager Shannan Campbell confirmed the presence of a quorum with three members present. 2. Agenda changes and approval There were no changes. Motion: Member Victoria Pace moved to approve the agenda as presented. Member Dani Black seconded. Vote: 3-0. 3. Minutes review and approval Minutes from regular meeting on Feb. 22, 2023 Motion: Black moved to approve the minutes as presented. Pace seconded. Vote: 3-0. 4. Action items A. Special Projects/Partnerships Request: FlushFest 2023 Guest Grace Beeler gave an overview of this annual event, which was planned to take place June 3 on private property in West Hillsborough. The request is for $4,995 for marketing and artist/musician stipends. The donations received at the event are earmarked for the Appropriate Sanitation Institute. Beeler said several people would come to the event from out of town. Some visitors may be relatives of children invited to play music during the event. She explained that the event has grown exponentially and they want to continue to make it a success. Motion: Pace moved to approve the full request. Hughes seconded. Vote: 3-0. B. Special Projects/Partnerships Request: River Park Concert TOURISM DEVELOPMENT AUTHORITY MINUTES | 2 of 3 Joshua Collins and David Hays of Triangle Music Alliance addressed the authority. They noted they lost money on the concert in 2019 and then weren’t able to hold the concert in person in 2020, 2021, and 2022 due to COVID concerns to recoup that. They said that they have a very limited marketing budget and could use some funding to help expand the reach and let folks know that RPC was back in 2023. They made a request for $3,000 for marketing the event more widely. Josh Collins said additional there was an opportunity to film another promotional video for the RPC. The request was for $4,000 to hire a director of photography and multiple camera operators to create a video to advertise the River Park Concert and the town more widely. Campbell said this money could be taken from the authority’s marketing budget. The sustainers event the night before guarantees at least 50 hotel rooms in town, the organizers said. Motion: Black moved to approve $4,000 for the video. Pace seconded. Vote: 3-0. Motion: Black moved to approve $3,000 to advertise the concert. Pace seconded. Vote: 3-0. C. 2023 Meeting Schedule Adoption Motion: Black moved to adopt the schedule. Pace seconded. Vote: 3-0. D. Tourism Development Authority Rules of Procedure Review and Adoptions Campbell noted that she had changed “chairman” to “chair” at the request of the authority. Motion: Pace moved to approve the rules and procedures. Black seconded. Vote: 3-0. 5. Discussion items Short-term rental FAQ Campbell said Black suggested it and Campbell had started to create it. 6. Monthly reports A. Staff report and occupancy tax revenues reports Campbell noted that she had given the members the latest revenue report. She said the revenue income was down a few room nights in September and very slightly in November compared with the previous year. Overall, revenue was up $4,500 from last year. B. Board comments Black said that she would like the Tourism Development Authority to encourage event organizers to ask for money more in advance of the event. Campbell explained that she had heard from event organizers that putting together events is still very tenuous with COVID concerns looming, but that hopefully as more events happen more planning can happen up front. 7.
