A RESOLUTION: APPROVING TLSE -2011 -0003, LOUDOUN FUNERAL CHAPEL, A
CREMATORIUM AS AN ACCESORY USE IN A FUNERAL HOME
LOCATED ON THE PROPERTY HAVING PIN NUMBER 231 -10 -2434
AND LOCATED AT 158 CATOCTIN CIRCLE SE.
WHEREAS, Bill McDonough of Loudoun Funeral Chapel, is currently operating a
funeral home at 158 Catoctin Circle SE and has requested special exception approval to permit a
crematorium as an accessory use to the Loudoun Funeral Chapel, 158 Catoctin Circle SE, on the
property having a Loudoun County Parcel Identification (PIN) number 231 -10 -2434; and
WHEREAS, the property is zoned B -2, Established Corridor Commercial District; and
WHEREAS, the Planning Commission held a duly advertised Public Hearing on
February 16, 2012 and recommended conditional approval; and
WHEREAS, Staff recommends conditional approval subject to the conditions dated
March 13, 2012; and
WHEREAS, the Town Council held a duly advertised Public Hearing on March 13,
2012; and
WHEREAS, Town Council has determined the proposed use meets the special exception
standards for a crematorium as an accessory use set forth in the Zoning Ordinance; and
WHEREAS, Town Council has determined that the Approval Criteria of Zoning
Ordinance Section 3.4.12 have been satisfied; and
WHEREAS, Town Council has determined that the proposal would serve the public
necessity, convenience, general welfare and good zoning practice.

AND LOCATED AT 158 CATOCTIN CIRCLE SE.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Special Exception application TLSE 2011 -0003, Loudoun Funeral Chapel, is hereby approved to
permit a crematorium as an accessory use in an existing funeral home at 158 Catoctin Circle SE,
on the property having a Loudoun County Parcel Identification (PIN) number 231 -10 -2434;
subject to the following conditions:
1. Substantial Conformance: Development of this special exception use shall be in
substantial conformance with the " Loudoun Funeral Chapel" Special Exception Plat
prepared by Marc W. Jefferies, P.E. dated October, 2011 and last revised February
29, 2012.
2. No Expressed or Implied Waivers: Approval of the special exception does not
express or imply any waiver or modification of the requirements set forth in the
Subdivision and Land Development Regulations, the Zoning Ordinance, or the
Design and Construction Standards Manual (DCSM) except as specifically
approved by Town Council or the Land Development Official or as shown on the
approved Special Exception Plat and supporting documents.
3. Use: The facility shall be use solely for the cremation of human corpses.
4. Catcotin Circle Dedication: Prior to approval of the site plan for the crematorium,
the applicant shall dedicate to the Town of Leesburg lands to include all roadway
and sidewalk improvements fronting on Catoctin Circle.
5. Permits: The applicant shall obtain necessary VADEQ approval for the operation
of the facility and maintain all required permits.
6. Hours of operation: The funeral home and crematorium operation shall be limited
to between the hours of 8:00 am and 10:00 p.m., Monday through Sunday.
