A RESOLUTION: AWARDING THE CONSTRUCTION MANAGEMENT SERVICES
CONTRACT FOR THE SOUTH KING STREET PHASE I, VIRTS CORNER
IMPROVEMENTS, AND BATTLEFIELD PARKWAY ROUTE 15 TO THE
GREENWAY TO ALPHA CORPORATION OF DULLES, VA
WHEREAS, the South King Street Widening Phase I, Virts Corner Improvements, and
Battlefield Parkway Route 15 to the Greenway projects are funded projects within the Capital
Improvement Program; and
WHEREAS, in response to a public solicitation to provide Construction Management Services
on the three projects in the southwest quadrant, the Town received seven proposals from the following
firms:
• Volkert & Associates, Inc. of Alexandria, Virginia
• Alpha Corporation of Dulles, Virginia
• McDonough Bolyard Peck of Fairfax, Virginia
• A. Morton Thomas of Chantilly, Virginia
• CES Consulting, LLC of Haymarket, Virginia
• Belstar, Inc. of Fairfax, Virginia
• Versar, Inc. of Springfield, Virginia; and
WHEREAS, the received proposals were evaluated by a selection committee in accordance
with the Virginia Public Procurement Act and the Town's purchasing policy; and
WHEREAS, Alpha Corporation was rated first by the selection committee to provide the
construction management services for the South King Street Widening Phase I, Virts Corner
Improvements, and Battlefield Parkway Route 15 to the Greenway projects; and
WHEREAS, the Director of Capital Projects and the Chief Purchasing Officer recommend
awarding the Construction Management Services contract for these projects to Alpha Corporation; and

WHEREAS, Alpha Corporation will have multiple tasks related to the these three projects
such as: constructability review, assistance with utility relocation coordination, value engineering,
and the project inspection and management; and
and
WHEREAS, this is an hourly not to exceed contract; and
WHEREAS, there are sufficient funds in the South King Street Widening Phase I Project;
WHEREAS, sufficient funds have been budgeted for the Virts Corner Improvements and the
Battlefield Parkway Route 15 to the Greenway in the recently approved FY 2013 -2017 Capital
Improvement Program to award this contract; and
WHEREAS, each project will be issued its own Purchase Order so that the costs can be
tracked accurately for each project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Alpha Corporation in the amount of $1,152,919.13 for the Construction Management Services on
the South King Street Improvements Phase I ($485,917.79), Virts Corner Improvements
($296,897.35), and the Battlefield Parkway Route 15 to the Greenway ($370,103.99) projects.
