A RESOLUTION: AWARDING A PAVEMENT REPAIRS MAINTENANCE
CONSTRUCTION CONTRACT FOR THE LEESBURG EXECUTIVE
AIRPORT
WHEREAS, there is no renewable maintenance contract for pavement repairs at the
airport; and
WHEREAS, the total amount that will be spent on this contract in any one year will vary
and will depend on the availability of Department of Aviation maintenenace grant funding; and
WHEREAS, in response to a public solicitation for a Pavement Repairs Maintenance
construction contract for the airport, the Town received four bids on May 16, 2012 from the
following firms:
• Finley Asphalt & Sealing, Inc. $ 133,700.00
• E.E. Lyons Construction Co., Inc. $ 165,230.00
• Slurry Pavers, Inc. $ 191,430.00
• Axtells, Inc. $ 216,400.00
WHEREAS, this is a unit price contract; and
WHEREAS, the quantities used for bid comparison are estimates; and
WHEREAS, the contract will be awarded based on the low bid of $133,700.00, which is
based on the unit prices bid times the quantities included in the bid documents; and
WHEREAS, the actual pavement repair quantities will be based on the unit prices and the
available maintenance budget; and
WHEREAS, the bids were evaluated by the Acting Director of Capital Projects and the
Chief Procurement Officer in accordance with the Town's Purchasing Policy; and

WHEREAS, Finley Asphalt & Sealing, Inc. of Manassas, VA was determined to be the
lowest responsive and responsible bidder; and
WHEREAS, this contract will be for an initial period of one year and renewable up to four
additional consecutive one -year periods.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Pavement Repairs Maintenance construction contract for the Leesburg
Executive Airport is hereby awarded to Finley Asphalt & Sealing, Inc.
SECTION II. The Town Manager is authorized to execute this contract.
