A RESOLUTION: AWARDING THE CONTRACT FOR WORKERS' COMPENSATION,
PROPERTY, AND LIABILITY INSURANCE, AND THIRD PARTY LINE
OF DUTY BENEFIT COVERAGE TO THE VIRGINIA MUNICIPAL
LEAGUE FOR FY 2013
WHEREAS, bids were solicited and received from the Virginia Municipal League (VML)
and Virginia Association of Counties (VACO) to provide Workers' Compensation, Property, and
Liability Insurance, and third party coverage for Line of Duty benefits approved by the State for FY
2013; and
WHEREAS, in accordance with Council Resolution 2012 -047, the Town Manager reviewed
the submissions for third party Line of Duty benefits coverage and recommended the Town
Council pass a resolution to opt out of the State Line of Duty Fund and secure third party coverage
for line of duty benefits approved by the State; and
WHERESAS, by resolution the Town Council has informed the State that the Town of
Leesburg will opt out of the Line of Duty Fund; and
WHEREAS, the bid received from VML is $43,783 less than VACO for Workers'
Compensation, Property, and Liability Insurance, and third party coverage for Line of Duty benefits
approved by the State; and
WHEREAS, the Town Manager and staff recommend the Virginia Municipal League be
awarded the contract for Workers' Compensation, Property, and Liability Insurance, and third party
coverage for Line of Duty benefits approved by the State.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that:
SECTION I. The FY 2013 contract for Workers' Compensation, Property, and Liability
Insurance, and third party coverage of Line of Duty Benefits approved by the State is awarded to

the Virginia Municipal League in the amount of $599,214.
SECTION II. The Town Manager is hereby authorized to execute the contact, in a form
approved by the Town Attorney, with the Virginia Municipal League.
PASSED this 12th day of June, 2012.
