A RESOLUTION: SYCOLIN ROAD OVERPASS ON ROUTE 7/15 BYPASS LOCATION AND
DESIGN PUBLIC HEARING APPROVAL
WHEREAS, a Location and Design Public Hearing was conducted on May 17, 2012 in the
Town of Leesburg Municipal Government Center by representatives of the Commonwealth of
Virginia, Department of Transportation after due and proper notice for the purpose of considering the
proposed location and design of the Sycolin Road Overpass on Route 7/15 Bypass Project Number
6007 - 053 -596, P101, R201, C501, B666 Federal Number STP -5A01 (229) in the Town of Leesburg at
which drawings, a Draft Environmental Document, and other pertinent information were made
available for public inspection in accordance with state and federal requirements; and
WHEREAS, all persons and parties in attendance were afforded full opportunity to participate
in said public hearing; and
WHEREAS, representatives of the Town of Leesburg were present and participated in said
hearing; and
WHEREAS, an overpass of Sycolin Road at the Route 7/15 Bypass is ultimately desired in
order to close the current highly congested at -grade intersection; and
WHEREAS, Sycolin Road at Route 7/15 Bypass has the highest number of accidents in
Leesburg; and
WHEREAS, the Sycolin Road Overpass will include a sidewalk and bike trail; and
WHEREAS, the Town Council had previously requested the Virginia Department of
Transportation (VDOT) to program this project; and

WHEREAS, the Town Council recommends that VDOT continue to pursue the project as a
design -build procurement; and
WHEREAS, the current project schedule identifies a design -build process with a request for
design -build proposals to be advertised in July 2012; and
WHEREAS, by implementing a design -build procurement, construction can begin in early
2013; and
WHEREAS, the area encompassing the project is experiencing continued growth; and
WHEREAS, Sycolin Road will have to be closed at the Route 7/15 Bypass during
construction; and
WHEREAS, the Town Council has considered all such matters.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION 1. The Town of Leesburg hereby approves the location and major design features
of the proposed project as presented at the Public Hearing.
SECTION 11. The Town of Leesburg requests VDOT to continue to pursue the project as a
design -build procurement to expedite the project.
