AT THE IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council members Scott Long, Steve Elliott, Clip Holverson, Dennis McArthur, Treasurer Ron Nelson, Clerk Betty McKinlay, Work Supervisor Zech Prouse, Police Chief SanDee Knowles VISITORS: Paul Schwieder, Adrian Beazer, Jeff Blackburn, Brent Johnson, Jay Johnson, Mike Bischoff, Barbara and Mike Schrierer Paul Schwieder discussed property he would like to build a home on. Upon the recommendation of the P & Z the City Council approved his plans. PUBLIC HEARING FOR CHURCH ANNEXATION The Hearing opened at 6:35 to discuss the Church Annexation. Terry Bradshaw explained the property being annexed to develop a Church north of Quaky Aspen Drive. Paul Schwieder asked if they were proposing to annex the whole field. Mayor and Council explained to Paul that other property owners own the property east of the proposed annexation and they would have to apply to the City for annexation. The Hearing closed at 6:45. The Council had discussed the annexation a couple of months ago, so there was no more discussion. Council member Clip Holverson motioned to approve the re -zone and the Annexation Agreement. Roll call as follows: Aye: Council member Scott Long Council member Steve Elliott Council member Clip Holverson Council member Dennis McArthur Nay: None Mayor Andersen and City Clerk Betty McKinlay signed the Annexation Agreement and gave a copy to Mr. Bradshaw. The Minutes from last month's Council Meeting were approved as amended. Council member Dennis McArthur motioned and Council member Steve Elliott seconded. All were in favor. Treasurer Ron Nelson led the discussion on the Expense Report. Council member Scott Long motioned to ratify payment and Council member Steve Elliott seconded. All were in favor. The Financial Report was discussed. Police Chief SanDee Knowles gave her Police Report. Work Supervisor Zech Prouse gave a report on the water update. CH2M Hill is finished with the Water Study. We received a letter from Idaho Water Resources indicating that they have received our application for a new well. If there is no protests by the public the City of Iona will be able to drill a new well. Council member Dennis McArthur reported on the Comprehensive Plan and ideas brought up by Kirt Hibbert who is helping with the Plan. Mayor let the council and public know that the Comprehensive Plan meets every Wednesday at 8:00 p.m. except for the first Wednesday of the month and that we could use all the help we can get. Council member Clip Holverson discussed the Subdivision Application Fees. Council member Dennis McArthur motioned to go ahead and accept the format with the rates on the Subdivision. Further discussion followed. Mayor Andersen had a copy of Bonneville County's fees and Mayor Andersen and the Council asked Clip if he would compare the fees with Bonneville County's fees before a decision is made. Council member Dennis McArthur withdrew his motion. Mayor Andersen said he would check with our lawyer on this. City Code changes was discussed. 6-3-12(B) to increase inspection fee for day care was increased from $20.00 to $30.00; $20.00 for inspection and $10.00 for administrative fee. Council member Scott Long motioned to approve the fee and Council member Clip Holverson seconded. All were in favor. 10-1-8 Mayor Andersen discussed the P & Z proposal to have curb and gutter and storm water drainage according to Idaho Falls Engineering Standards. Idaho Falls Engineering Standards will apply to all new developments for roads, curb and gutter, and storm water drainage. There will not be swells but only curb and gutter. Council member Clip Holverson motioned to approve the proposal and Council member Steve Elliott seconded. All were in favor. 10-1-18 in the Code book was tabled. Mayor Andersen discussed the Arbor Day Celebration May 4th at 2:00 p.m. at the Cliff Long Memorial Park. Children from a couple of day care centers here in Iona will be participating in the celebration. Mayor Andersen discussed Clean up Day May 5`h. Clean up has been divided into Ward boundaries with some helping in the Park. The Lions Club will cook hamburgers and hot dogs for all those who help. Work Supervisor Zech Prouse discussed the bid from American Paving to overlay and seal Wilde and Longhurst Alley ways. The Council agreed to go ahead and have American Paving do the work. Repainting the restrooms in the park was discussed. Mayor will get a young man to paint the bathrooms for his Eagle Project. like the Historical Committee to put some pictures in our City Council Room and Library. Mayor Andersen discussed the recommendation from the P/Z on the increase in our R-2 zone in our Code Book and impact area from acre to 1/3 acre, which was approved last month by the Council. Mayor Andersen and the Council discussed the Tallman Addition on Crowley Road. The Mayor will talk to Bonneville County about getting this property annexed into the City of Iona. Council member Scott Long discussed sealing the tennis court. Because of the expense in having a professional do it, Council member Scott Long priced the sealer at Home Depot and it would cost less to buy it there and maybe get a Scout who is working on his Eagle Project do it. Council member Steve Elliott discussed roofing the grandstand. The Council agreed to have it reshingled. Council member Steve Elliott also discussed the containers to put in the park so people could clean up after their dogs. He also discussed bark under the playground equipment. Zech will get the bark. The ditch behind Dean Hunting's property was discussed. Zech will talk to Progressive Irrigation to see if we can fill it in since no one uses it anymore. Council member Dennis McArthur discussed the monument for out in front of the building. He also thanked Ron Nelson's family for getting the newsletter out and the survey form for the Comprehensive Plan. Council member Dennis McArthur said that Brenda Klingler's son was getting married on July 21 st. The same night as the Iona Days Streak Fry. She was wondering if there would be a problem if they had it in front of the City building on the lawn. They would also need the kitchen. The Council had no problem with it. Mayor Andersen asked Council member Steve Elliott, since he is chairman over Iona Days, if he could meet with the youth committee to discuss Iona Days. A time will be set. Council member Steve Elliott said he was thinking of having Buba's do the bar-be- que during Iona Days. Lions Club will do the breakfast. Council member Dennis McArthur said the Lions Club is willing to help with any kids who would like to have a game of basketball during Iona Days. Also, the Lions Club is willing to help out with a car show if there are enough volunteers to help. Council member Clip Holverson discussed the Easter Egg Hunt. It went well. Treasurer Ron Nelson said they ran out of hot dogs. Council member Clip Holverson said the Library wants to have their annual cook out June 1st. Lions Club will do the cooking. The Council discussed the delinquent water list. Work supervisor Zech Prouse and Police Chief SanDee Knowles were asked to work together on the list. It was decided to give people 10 days to pay their delinquent bill or their water will be shut off Brent Johnson, developer of Mt. Ridge Estates #2, #3, and #4, and Mike Bischoff from Benton Engineering discussed the re -zone that was done in 2005. There is some discrepancy of the zoning. Mayor Andersen said we would need to talk to our attorney, look at our files and approved maps before a decision is made. Council member Scott Long discussed the fire district commissioners and what is going on with the county and Ammon. Ammon and the commissioners have held meetings and not notified Iona. Council member Clip Holverson thought Mayor Andersen should write a letter of concern. It was suggested having a work meeting and inviting the fire district commissioners. Adrian Beazer asked why we are not building a fire station with all the growth we have. Council member Scott Long explained that the fire district would have to build the station.
