A RESOLUTION: AUTHORIZING FUNDING AND INSTALLATION OF FLASHING
WARNING LIGHTS AT THE SOUTH KING STREET TRAIL
CROSSING OF THE LEESBURG BYPASS INTERCHANGE RAMPS
WHEREAS, the South King Street Trail crosses the ramps for the Route 7 (Leesburg
Bypass) interchange at an unsignalized intersection; and
WHEREAS, users of the trail have requested that measures be implemented to improve
safety at the unsignalized crossing; and
WHEREAS, pushbutton- activated flashing warning lights will increase driver awareness
of pedestrians and bicyclists using the South King Street Trail and crossing the ramps; and
WHEREAS, it is anticipated that safety will be improved because this increased
awareness will provide drivers with additional time to appropriately respond to pedestrians and
bicyclists crossing the ramps; and
WHEREAS, approval from the Virginia Department of Transportation is required prior to
installation of flashing warning lights; and
WHEREAS, the total estimated cost for installing pushbutton- activated warning lights
(including required studies, procurement of equipment and installation) is estimated to be
approximately $30,000; and
WHEREAS, sufficient unspent funding is available for the project from other projects in
the approved FY 2012 Capital Improvement Program.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I. Funding in the amount of $30,000 is hereby transferred from unspent funds
in the Fiscal Year 2012 Capital Improvement Program to the Fiscal Year 2013 Capital

Improvement Program budget for the installation of pushbutton- activated flashing warning lights
at the South King Street Trail crossing of the Leesburg Bypass interchange ramps, and;
SECTION II. The Department of Public Works is hereby authorized to begin studies and
coordination necessary to obtain approval from the Virginia Department of Transportation for
the installation of the flashing warning lights.
SECTION III. Upon approval of the Virginia Department of Transportation, the
Department of Public Works is hereby authorized to procure and install the pushbutton- activated
flashing warning lights at the South King Street Trail crossing of the Leesburg Bypass
interchange ramps.
