RESOLUTION NO. 2012-075 ADOPTED June 26, 2012
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE
LOWENBACH STREET IMPROVEMENTS PHASE III- PRINCE
STREET PROJECT TO ARTHUR CONSTRUCTION CO., INC. IN THE
AMOUNT OF $1,309,996.75.
WHEREAS, the Lowenbach Street Improvements project is a funded capital project; and
WHEREAS, this contract award is for Phase III of the project covering Prince Street from
Edwards Ferry Road to North Street with associated work along Blue Ridge Avenue; and
WHEREAS, in response to a public solicitation for bids for construction of the Lowenbach
Street Improvements Phase III - Prince Street project, the Town received five bids on June 5,
2012, from the following firms:
• Arthur Construction Co., Inc. $1,309,996.75
• Tessa Construction & Tech Company LLC $1,348,000.00
• A & M Concrete Corporation $1,463,203.00
• Madigan Construction Inc. $1,758,595.00
• Fort Myer Construction Corporation $1,831,217.00; and
WHEREAS, the bids were evaluated by the Acting Director of the Department of Capital
Projects and the Chief Procurement Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Arthur Construction Co., Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.

A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE
LOWENBACH STREET IMPROVEMENTS PHASE III- PRINCE
STREET PROJECT TO ARTHUR CONSTRUCTION CO., INC. IN THE
AMOUNT OF $1,309,996.75.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Arthur Construction Co., Inc. in the amount of $1,309,996.75 for the construction of the
Lowenbach Street Improvements Phase III - Prince Street project.
