A RESOLUTION: AWARDING CONSTRUCTION MANAGEMENT AND PROJECT
MANAGEMENT CONTINUING SERVICES CONTRACTS TO ALPHA
CORPORATION OF DULLES, VIRGINIA, A. MORTON THOMAS &
ASSOCIATES, INC. OF CHANTILLY, VIRGINIA, AND MCDONOUGH
BOLYARD PECK, INC. OF FAIRFAX, VIRGINIA.
WHEREAS, in response to a public solicitation for Construction Management and Project
Management services for the Town's capital projects, 14 proposals were received from the following
firms:
• Alpha Corporation
• Volkert, Inc.
• A. Morton Thomas & Associates,
Inc.
• McDonough Bolyard Peck
• KCI Technologies, Inc.
• Downey & Scott, LLC
• H2 Land Company
• Quinn Consulting Services, Inc.
• Berman & Wright Architecture,
Engineering & Planning, LLC
• Charron Construction Consulting, Inc.
• Versar Inc.
• CES Consulting LLC
• Jacobs Project Management Co.
• Belstar, Inc.
WHEREAS, the proposals were evaluated by an evaluation committee in accordance with the
Town's purchasing policy and the requirements of the Request for Proposals; and
WHEREAS, the selection committee selected Alpha Corporation of Dulles, Virginia, A.
Morton Thomas & Associates, Inc. of Alexandria, Virginia, and McDonough Bolyard Peck, Inc. of
Fairfax, Virginia to be the top ranked firms; and
WHEREAS, the contracts for Construction Management and Project Management continuing
services will be for an initial period of one (1) year and renewable for up to four (4) additional
consecutive periods of one (1) year; and
WHEREAS, Construction Management and Project Management services are to be provided
on a project -by- project basis and each task order will be less than $100,000; and

ASSOCIATES, INC. OF CHANTILLY, VIRGINIA, AND MCDONOUGH
BOLYARD PECK, INC. OF LEESBURG, VIRGINIA.
WHEREAS, the total aggregate amount of the task orders shall not exceed $500,000 per year
per contract; and
WHEREAS, the Director of Capital Projects recommends award of contracts for
Construction Management and Project Management Services to Alpha Corporation, A. Morton
Thomas & Associates, and McDonough Bolyard Peck.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute contracts, in a form approved by the Town Attorney, for
Construction Management and Project Management services with Alpha Corporation, A. Morton
Thomas & Associates, Inc., and McDonough Bolyard Peck.
