A RESOLUTION: ROUTE 7 TRUCK - CLIMBING LANE LOCATION AND DESIGN
PUBLIC HEARING APPROVAL
WHEREAS, a Location and Design Public Hearing was conducted on May 9, 2012 at
Loudoun County High School in Leesburg, Virginia, by representatives of the Commonwealth of
Virginia, Department of Transportation after due and proper notice for the purpose of considering
the proposed location and design of the Route 7 Truck- Climbing Lane Project Number 6007 -053-
133, P101, R201, C501 Federal Number STP -5401 (518) in Loudoun County and the Town of
Leesburg at which drawings, a Draft Environmental Document, and other pertinent information
were made available for public inspection in accordance with state and federal requirements; and
WHEREAS, all persons and parties in attendance were afforded full opportunity to
participate in said public hearing; and
WHEREAS, representatives of the Town of Leesburg were present and participated in said
hearing; and
WHEREAS, this project will reduce congestion and delays on Route 7 west of Leesburg
which will improve rush hour conditions on the Route 7 Bypass which currently has the lowest
level of service "F" during the P.M. peak hour; and
WHEREAS, the Town Council had previously requested the Virginia Department of
Transportation (VDOT) to program this project to expand capacity to handle the increase in traffic
volume; and
WHEREAS, the Town Council recommends that VDOT continue to pursue the project as a
design -build procurement; and

WHEREAS, the current project schedule identifies a design -build process with a request for
design -build proposals to be advertised in the Fall of 2012; and
and
WHEREAS, by implementing a design -build procurement, construction can begin in 2013;
WHEREAS, the area encompassing the project is experiencing continued growth; and
WHEREAS, the Town Council has considered all such matters.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town of Leesburg hereby approves the location and major design features
of the proposed project as presented at the Public Hearing.
SECTION II. The Town of Leesburg requests VDOT to continue to pursue the project as a
design -build procurement to expedite the project.
