RESOLUTION NO. 2012 -082 ADOPTED July 24, 2012
A RESOLUTION: SOUTH KING STREET WIDENING PROJECT CHANGE ORDER NO. 20
FOR DESIGN AND ENGINEERING SERVICES
WHEREAS, the South King Street Widening Project is a funded capital project; and
WHEREAS, the Town awarded a contract to Paciulli Simmons & Associates in October 1999 in
the amount of $360,664.10 to provide design and engineering services for the widening of South King
Street from Evergreen Mill Road to just south of the corporate limits; and
WHEREAS, the original design contract value has previously been increased to $1,101,619.35
due to changes to the project and additional services requested by the Town; and
WHEREAS, the project has been separated into phases, based on availability of funding; and
WHEREAS, sufficient funding has been identified from VDOT and Loudoun County to enable
completion of the Phase II portion of the project between Greenway Drive and the southern corporate
limits; and
WHERAS, the South King Street Widening Phase II project for improvements between
Greenway Drive and the southern corporate limits was included in the approved Capital Improvement
Program for fiscal years 2012 to 2017; and
WHEREAS, Change Order No. 20 to the design and engineering services contract, in the amount
of $350,279 is required in order to complete the design of Phase II; and
WHEREAS, Change Order No. 20 increases the modified design contract amount by more than
the allowable 25% or $50,000, whichever is greater, as allowed by the Virginia Public Procurement Act
and the CIP Policies and Procedures Manual; and
WHEREAS, the Office of Capital Projects recommends that this design change order be
approved.

FOR DESIGN AND ENGINEERING SERVICES
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is authorized to execute Change Order No. 20 to the contract with Paciulli Simmons &
Associates, Ltd. in the amount of $350,279 for providing the additional design and engineering
services for the South King Street Widening project for a revised design contract total of
$1,451,898.35.
