A RESOLUTION: AWARDING THE 2012 ANNUAL STREET MILLING AND
RESURFACING CONSTRUCTION CONTRACT TO ARTHUR
CONSTRUCTION COMPANY, INC. OF DULLES, VIRGINIA
WHEREAS, the current renewable annual contract for milling and resurfacing was not
renewed due to the high competition and volatility of pricing for asphalt work, and the contract
was re -bid; and
WHEREAS, the total amount that will be spent on this contract in any one year will vary
and will depend on the budgeted amount for that year; and
WHEREAS, in response to a public solicitation for the construction bids for this Street
Milling and Resurfacing Contract, the town received ten bids on July 10, 2012 from the following
firms:
• Arthur Construction Company, Inc.
• Finley Asphalt & Sealing, Inc.
• Commonwealth Paving, Inc.
• Kickin Asphalt Paving & Sealing
• Francis O. Day Company, Inc.
• Superior Paving Corporation
• Fort Myer Construction Corporation
• Virginia Paving Company
• Espina Paving, Inc.
• Chemung Contracting Corporation
WHEREAS, this is a unit price contract; and

WHEREAS, the quantities used for bid comparison are estimates; and
WHEREAS, the awarded contract is based on the unit price bid times the quantities
included in the bid documents; and
WHEREAS, the contract will be awarded in the amount of the street milling and
resurfancing budget for FY 2013 of $750,000; and

WHEREAS, the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Arthur Construction Company, Inc. of Dulles, Virginia was determined to be
the lowest responsive and responsible bidder; and
WHEREAS, this contract will be for an initial period of one year and renewable up to four
additional consecutive one -year periods.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The 2012 Milling and Resurfacing Construction Contract is hereby awarded
to Arthur Construction Company, Inc.
SECTION Il. The Town Manager is authorized to execute this contract in the amount of
$750,000 for street maintenance.
