Beatty explainer that as two of the Council had interests :in Federal Savings and Loan Associations, he thought ,some of the Village funds could ba placed on deposit with their institutions. :'.owever, I;r. An er;on had looked into the matter and as the Charter e .pres ;l states that the Village cannot, do business with conmanies renrseented by Councilmen or offi- cials he would like to drop the wholo matt=r and. was sure that 'r. Landis felt the same way. FP:. Landis agreed, but thou:_nt that the :Tillage funds coule still be Pleaded on deposit to realise csone interest.. The Cmdlcil decided that the Villaee financial rioters be surveyed at the ecxt meetini., .and that, Mr. Yebb would have details on what amount of surplus funds could he placed on deposit, and what amount of our surplus funds should be set up as a. reserve for future contingencies. Mr. .aebb said the stroke .abatement ordinance had been sent to Mr. Anderson for review and that it had not been returned as ,,yet. The: item was then tabled for the March meeting. Mr. Bentt then a,akcd the Council to approve an expenditaare of 300.00 to State Attorney Gerstain to combat bookmakise in the hotels, and on motion of Mr. Collins, seconded K7 `.'.r. Landis, the exnenditure was approved. Yr. lebb explained that an itemized list, of expenditures over the 00n.00 already committed, would be ;_iven to the Vi.11a_r,. Council as its next meeting. The Council then reviewed the nudit for the operation of the 'Villa„e and Jator Department for the first, four months, and on the motion of Yr. Landis, seconded by Mr. Collins, the statements were approved. The Village Manager said that it had been brought, to his a`.,aention that scree of the cities were arranging to have; all. employees .inoculated with the tall: vacine and that he had contacted Dr. Leonard to determine the approx- imate cost. He said that Dr.. Leonard had nereed to do the inocelations at i2.00 per shot. It was then moved by Mr. Landis, seconded by Mr. Broeman, that the Village could have all employees, who wished to, inoculated at. the Village's expense. Mr. Brown said that, ne thought a fund should. be set up to take care of expenses incurred by the Tillage lanager in the performance of municipal operations such as lunches, parking fees, etc. Mr. 6entty then suggested that the Council discuss this before the neat meeting and work something; out. February 16, 1957 213 Yr. Landis then explained to the Council that he and Nr. :icbb had worked out election districts for the Villas° and also worked out'a nessi- ble assessment district map. He explained to the Council the basis for the divisions and after discussion it was agreed that the findings be presented to car. MARCH 16, 1957 The Council of Bal Harbour Village met Saturday, March 16, 1957 at 9:30 A. M. in the Village Hall. All the members of the Council were present. Also present were W. H. Webb, Village Manager; Mary Wetterer, Village Clerk; and Thomas Anderson, Village Attorney. On motion of Mr. Landis, seconded by Mr. Collins, the minutes of the previous meeting of February 16, 1957 were approved as submitted. Mr. Webb reported that he had placed $50,000 on a ninety (90) day time deposit at 24% per annum with the Community National Bank on March llth. He said that for the contingency fund discussed, he would suggest that $25,000 be set up from surplus and invested in Government Bonds. Mr. Broeman suggested that possibly it might be better to retire some of our own outstanding bonds. After discussion the Council agreed that Mr. Webb make a further study of this for the next meeting. Mr. Anderson said the smoke abatement ordinance which Mr. Webb had re- ceived was not the final draft he had prepared, and asked that it be tabled until next month. Mr. Webb said that he and Mr. Anderson had met with the Dade County Delegation and that the delegation had agreed to present local bills setting up a tax district and election district for Bal Harbour. He also said Mr. Anderson would take steps to prevent the Bal Harbour name being used by others. Mr. Anderson explained that the Dade County Delegation told them that no local bills would be presented until after May 25th, due to the Charter Board Elec- tion.
