RESOLUTION NO. 2012 -091 ADOPTED August 28, 2012
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE OLD
WATERFORD ROAD SIDEWALK PROJECT TO ARTHUR
CONSTRUCTION CO., INC. IN THE AMOUNT OF $344,990.00.
WHEREAS, the Old Waterford Road Sidewalk project is a fully funded capital project; and
WHEREAS, in response to a public solicitation for bids for construction of the Old
Waterford Road Sidewalk project, the Town received eight bids on August 14, 2012, from the
following firms:
• Arthur Construction Co., Inc.
$344,990.00
• A &M Concrete Corporation
$362,827.50
• Jeffery Stack
$367,120.00
• Laterre Enterprise
$436,080.00
• Anchor Construction
$438,912.50
• Finley Asphalt
$464,460.82
• Fort Myer Construction Corporation
$468,081.25
• Alliance
$573,585.00
WHEREAS, the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Arthur Construction Co., Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with

Arthur Construction Co., Inc. in the amount of $344,990.00 for the construction of the Old
Waterford Road Sidewalk project.
