HomeMy Public PortalAboutTOL NR 2019-03-27 tax rate and budget adoption Town of Leesburg News Release For Immediate Release March 27, 2019 Media Contact: Betsy Arnett, Public Information Officer barnett@leesburgva.gov  703-771-2734 Leesburg Town Council Adopts Fiscal Year 2020 Budget, Maintains Real Estate Tax Rate at 18.4¢ Leesburg, VA (March 27, 2019) – On Tuesday, March 26, 2019, the Leesburg Town Council adopted the real estate tax rate for the 2019 calendar year and approved the Fiscal Year 2020 Budget and Fiscal Year 2020-2025 Capital Improvements Program (CIP). As the first year of the two-year budget cycle, the Town Council also provisionally approved the Fiscal Year 2021 Budget. The Council maintained the current real estate tax rate of 18.4¢ per $100 of assessed value. The adopted Fiscal Year 2020 General Fund Budget, including debt service, totals $60.15 million which is a 1.96% increase over Fiscal Year 2019. The General Fund budget includes six new full- time enhancement positions that address issues of emergency management, public safety, and information technology needs. New positions include a dedicated emergency management director, three new patrol officers, a special investigations detective, and a new information technology systems administrator. Funding for these positions will begin in January 2020. In addition, the Council adopted the Fiscal Year 2020-2025 Capital Improvements Program (CIP). The CIP includes 63 projects, totaling $205.3 million over the six years of the program. For Fiscal Year 2020 alone, the CIP is $52.4 million. The Council moved two projects, the Edwards Ferry Road sidewalk and the Royal Street storm drainage, forward to Fiscal Year 2020, from Fiscal Years 2021 and 2024 respectively. Town Manager Kaj Dentler’s proposed budget included one new project manager position in the Capital Projects fund. With the advancement of the Edwards Ferry Road sidewalk and Royal Street storm drainage projects, the Council authorized a second new position to handle the increased workload. Notable capital projects that will begin in Fiscal Year 2020 include construction of the interchange at Route 7/Battlefield Parkway and design work for the expansion of the Police Department building. The downtown streetscape improvements, the final phase of Sycolin Road widening, and the Tuscarora Creek flood mitigation and stream restoration are among the active projects that will be completed in Fiscal Year 2020. The newly adopted Fiscal Year 2020-2021 Budget and the Fiscal Year 2020-2025 Capital Improvements Program will be available for download from the Town’s website at www.leesburgva.gov/budget within the next month.
