A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE AIRPORT
SOUTH APRON HELIPADS CONSTRUCTION AND THE AIRPORT
NORTH END ACCESS ROAD REHABILITATION PROJECTS AND
ACCEPTING A GRANT FROM THE VIRGINIA DEPARTMENT OF
AVIATION
WHEREAS, the Airport South Apron Helipads Construction and Airport North End
Access Road Rehabilitation projects are approved capital projects in the FY 2012 -2017 Capital
Improvement Program; and
WHEREAS, in response to a public solicitation for the construction bids of the Airport
South Apron Hangars project, the Town received six bids on July 9, 2012 from the following
firms:
• Fort Myer Construction Corporation $297,285.00
• Finley Asphalt and Sealing $337,997.22
• Chemung Contracting $419,135.00
• The Francis Lee Companies $431,677.00
• TMG Construction $470,771.00
• Alliance Construction Solutions $764,326.96
WHEREAS, the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Fort Myer Construction Corporation was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and

ACCEPTING A GRANT FROM THE VIRGINIA DEPARTMENT OF
AVIATION
WHEREAS, the total estimated cost of the projects including engineering, construction,
and inspection is $375,000; and
WHEREAS, the Virginia Department of Aviation (DOAV) grants provide 80% of the
funding for the project in the amount of $300,000; and
WHEREAS, the Town of Leesburg is required to provide 20% of the funding in the
amount of $75,000; and
WHEREAS, the Town Manager is required to sign the grant offers; and
WHEREAS, no additional funding is needed.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I: The Town Manager is authorized to execute the grant offers from the
Virginia Department of Aviation.
SECTION II: The Town Manager is authorized to execute a contract in a form approved
by the Town Attorney with Fort Myer Construction Corporation in the amount of $297,285.00 for
the construction of the Airport South Apron Helipads Construction and Airport North End Access
Road Rehabilitation projects.
