A RESOLUTION: AUTHORIZING THE RE- APPROPRIATION OF FUNDING IN THE
AMOUNT OF $1,500,000 FROM THE FISCAL YEAR 2012 BUDGET
FOR THE LAND ACQUISITION — AIRPORT EXPANSION SOUTH
WEST END OF THE AIRPORT TO THE FISCAL YEAR 2013 BUDGET
WHEREAS, the Land Acquisition — Airport Expansion South West End of the Airport is
an approved Capital Improvement Project; and
WHEREAS, funding for the project is shown in both Fiscal Year 2012 and Fiscal Year
2013 to cover the entire cost of the project; and
WHEREAS, a negotiated settlement has been reached with the land owner; and
WHEREAS, the total cost of the project is $3,570,000 to include the fee acquisition,
survey, appraisal and other professional services; and
WHEREAS, $70,000 was encumbered from the Fiscal Year 2012 budget leaving a balance
in Fiscal Year 2012 for this project of $1,930,000; and
WHEREAS, the FAA will cover 90% or $3,150,000 and the Virginia Department of
Aviation (DOAV) will cover 8% or $280,000 of the costs associated with the project; and
WHEREAS, the Town's share of the settlement is 2% or $70,000; and
WHEREAS, the land acquisition funding needs to be appropriated to the Fiscal Year 2013
CIP; and
WHEREAS, the Town Council has already authorized the settlement agreement by
Resolution 2012 -053.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
funding necessary for this project is hereby re- appropriated from the Fiscal Year 2012 CIP budget

at 8% or $280,000; and Town funds at 2% or $70,000 of bond funding.
