A RESOLUTION:
CHANGE ORDER NO. 26 FOR DESIGN AND ENGINEERING
SERVICES ON THE SYCOLIN ROAD WIDENING PHASE III
PROJECT IN THE TOTAL AMOUNT OF $121,649 AND
AUTHORIZING THE TOWN MANAGER TO SIGN IT
WHEREAS, the original design and engineering contract to widen Sycolin Road was
awarded to AECOM (formerly DMJM +Harris, Inc.) in the amount of $400,000.00; and
WHEREAS, the Town added safety projects in response to citizen concerns to improve
safety at the intersections of Sycolin Road and Battlefield Parkway, and at Sycolin Road and
Tolbert Lane; and
WHEREAS, the Town separated the project into four phases to move improvements
forward to deal with areas of major congestion and safety issues; and
WHEREAS, 25 change orders have been previously authorized on this project totaling
$1,111,480.65 which results in a current contract amount of $1,511,480.65; and
WHEREAS, the Town desires to maintain its current contractual relationship with
AECOM to maintain consistency in the design process; and
WHEREAS, Change Order No. 26 is necessary to complete the design and engineering of
Phase III of this project in the amount of $121,649.00; and
WHEREAS, the contractual increase by Change Order No. 26 causes the contract amount
to be exceeded by the greater of 25% or $50,000; and
WHEREAS, the Virginia Public Procurement Act and the Capital Improvements Policies
and Procedures Manual requires that change orders that cause the contract to be exceeded by the
greater of 25% or $50,000 by approved by Town Council; and

WHEREAS, the Sycolin Road Widening Project has sufficient funds in the budget to cover
the associated costs; and
WHEREAS, the Director of Capital Projects recommends approval of this change order.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Change Order No. 26 in the amount of $121,649.00 is hereby approved.
SECTION II. The Town Manager is authorized to execute Change Order No. 26 to the
design and engineering contract with AECOM for the Sycolin Road Widening Project in the total
amount of $121,649.00.
