HomeMy Public PortalAbout2017-06-051 REGULAR COUNCIL MEETING, JUNE 5, 2017 CALL TO ORDER The Regular Council Meeting of June 5, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich, seconded by Councilman Prather, to adopt the agenda with an amendment to add Mr. Gary Wilbers under “Invited Guests” to give a status report on Special Olympics Missouri (“SOMO”). The motion to adopt the agenda as amended was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin stated that Mr. Evan Rackers was unable to attend tonight’s meeting t o be recognized for winning the 2017 Sketch Day “Mayor’s Choice Award.” She congratulated Mr. Rackers and stated that a copy of his winning sketch would be hung in the Mayor’s office with the other two winners for 2015 and 2016. PUBLIC HEARINGS No public hearings were scheduled for this meeting. APPOINTMENTS BY THE MAYOR There were no appointments brought before the Council at this time. 2 REGULAR COUNCIL MEETING, JUNE 5, 2017 PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mr. David Silvester, Missouri Department of Transportation (MoDOT) made a presentation and distributed information regarding the Missouri Coalition for Roadway Safety’s “Buckle Up, Phone Down” initiative to encourage drivers to buckle their seatbelts and refrain from using cell phones while driving. Followi ng Mr. Silvester’s presentation, he answered questions asked by the Council and explained how citizens can take the “Buckle Up / Phone Down” pledge online at www.MoDOT.org/BuckleUpPhoneDown. Mayor Tergin thanked Mr. Silvester for providing the information. Mr. Gary Wilbers made a presentation and provided information regarding the status of the Special Olympics Missouri’s (“SOMO”) Training for Life Campus. He also explained how individuals and businesses can participate in donating towards the final $2.1 million needed to complete the project. Mayor Tergin thanked him for his presentation and wished him well in his efforts to complete the fundraising for this important facility. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor’s and City Council Announcements:  Councilman Mihalevich announced a Finance Committee meeting for Thursday, June 8 at 7:30 A.M.  Mayor Tergin announced an Eclipse meeting on June 7 at 5:30 P.M. in the Capitol Rotunda.  Mayor Tergin announced the “Relay for Life Power in Purple” fund raising for the American Cancer Society  Councilwoman Wiseman announced that as part of the “Power in Purple” fund raising efforts the DougT Hypnosis show would appear at Avenue HQ on June 7 at 7:00 P.M.  The grand opening and ribbon cutting of the new Boys and Girls Club would be held Monday, June 19  On Saturday, July 1, the Concert Inside the Walls would feature Wynonna Judd and the Big Noise 3 REGULAR COUNCIL MEETING, JUNE 5, 2017  Councilman Kemna announced that he would be participating in t he next filming of the “Talk Jeff City Comedy Show” on Saturday, June 10.  Mayor Tergin announced a Council Work Session would be held on Monday, June 12 to discuss the MSP, and that staff would be trying to arrange a fact - gathering tour of the site at 5:30 P.M. immediately preceding the 6:00 P.M. meeting in the Council Chambers. She stated the County Commission had been invited to attend.  Mayor Tergin announced that the JCHS Jays had just won the state baseball tournament, and that the City is proud to boast a State Championship baseball team for the first time. Staff Announcements:  Fire Chief Matt Schofield announced the 2017 Summer Fire School would be held in Jefferson City on June 7 – 11  Planning & Protective Services Director Sonny Sanders announced an open house would be held on the 2015 Building Code Recommendations on Thursday, June 15 at the Police Department Classroom from 6:00 to 7:00 P.M. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Mayor Tergin announced that Jonathan Jackson had graduated May 13 and that a new student would be selected as next year’s liaison in the next few months. Permissive Use of Right-of-Way for Joe Machens Ford on Southwest Boulevard A motion was made by Councilwoman Ward to approve the Consent Agenda as presented, seconded by Councilman Graham, and approved unanimously. Councilman Hussey requested that Bill 2017 -9 remain on the Informal Calendar at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Ms. Velma Steinman made a presentation regarding the issue of City Codes regulating fences around residential swimming pools. Following her presentation, Mayor Tergin 8 REGULAR COUNCIL MEETING, JUNE 5, 2017 asked Planning & Protective Services Director to contact Ms. Steinman and discuss the issue with her. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY No responses were made at this time. NEW BUSINESS There was no new business brought forward at this time. UNFINISHED BUSINESS There was no unfinished business brought before the Council. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Prather to approve the May 15, 2017, Closed Session Minutes. The motion was seconded by Councilman Hussey, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Abstain: Henry Nay: None ADJOURNMENT As no other business was brought before the Council at this time, a motion for adjournment was made by Councilman Mihalevich, seconded by Councilwoman Ward, and approved unanimously at 7:07 P.M.
