A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE TURN LANE
AT SYCOLIN ROAD AND TAVISTOCK DRIVE INTERSECTION
IMPROVEMENTS PROJECT TO GENERAL EXCAVATION INC. IN THE
AMOUNT OF $899,523.50.
WHEREAS, the Turn Lane at Sycolin Road and Tavistock Drive Intersection Improvements
project is a fully funded capital project; and
WHEREAS, in response to a public solicitation for bids for construction of the Turn Lane
at Sycolin Road and Tavistock Drive Intersection Improvements project, the Town received eight
bids on December 18, 2012, from the following firms:
• General Excavation Inc. $ 899,523.50
• Arthur Construction Co, Inc. $1,064,960.00
• Ardent Company $1,102,100.00
• Tavares Concrete $1,146,690.00
• Jeffery Stack $1,189,883.50
• A &M Concrete Corporation $1,222,856.50
• Fort Myer Construction Corporation $1,293,001.55
• Finley Asphalt $1,334,329.40
WHEREAS, the bids were evaluated by the Director of Capital Projects and the Chief
Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, General Excavation, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, no additional funding is needed to award this contract.

IMPROVEMENTS PROJECT TO GENERAL EXCAVATION INC. IN THE
AMOUNT OF $899,523.50.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
General Excavation, Inc. in the amount of $899,523.50 for the construction of the Turn Lane at
Sycolin Road and Tavistock Drive Intersection Improvements project.
