Leesburg Town Council Adopts New Gateway Zoning Overlay
District
Leesburg, VA (August 3, 2020) – On Tuesday, July 28, the Leesburg Town Council adopted
amendments to the Zoning Ordinance and the Zoning Map, creating the Gateway District
Overlay. The new overlay district replaces the H-2 Historic Corridor Overlay District.
Five segments make up the new
Gateway District. They are:
West Market Street Gateway
East Market Gateway
South King Street Gateway
North King Street Gateway
Edwards Ferry Road Gateway
The Edwards Ferry Road Gateway was
not part of the H-2 Corridor District.
The purpose of the Gateway District is
to ensure quality design that is
compatible with Leesburg’s historic
downtown along the traditional corridors leading to the downtown. The Gateway District is a
zoning overlay district that addresses elements such as site, building, and streetscape design.
The new district does not change the underlying zoning of properties within the corridors or the
allowed uses on those properties.
The Gateway District is designed to recognize the uniqueness of each corridor, provide clearer
direction to users about the approval process and what is required, and is streamlined to
provide more administrative review than was possible under the old H-2 District.
The next steps in implementation of the new district will be the adoption of design guidelines
and a new streetscape plan that will guide design elements within the public right-of-way. Staff
expects to present these items to the Planning Commission and the Town Council this fall.
