A RESOLUTION: AUTHORIZING THE ISSUANCE OF A SIGN PERMIT PURSUANT
TO ZONING ORDINANCE SECTION 15.9.7. UNUSUAL SITE
CONSTRAINTS FOR THE HEALTHWORKS OF NORTHERN
VIRGINA SITUATED AT 163 FORT EVANS ROAD, NE ON
PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND
RECORDS AS PARCEL IDENTIFICATION NUMBER 188 -19 -2257.
WHEREAS, HealthWorks of Northern Virginia is constructing a three story Federally
Qualified Health Clinic, nonprofit health clinic at 163 Fort Evans Road, NE on property
identified by Loudoun County Land Records as Parcel Identification Number 188 -19 -2257; and
WHEREAS, due to unusual site conditions, the HealthWorks building will be partially
blocked from view from the Leesburg Bypass and along Fort Evans Road; and
WHEREAS, Town of Leesburg Zoning Ordinance Section 15.7.2.C.2 limits the height of
wall - mounted signs to 25 feet; and
WHEREAS, This unusual site condition will block the view of any wall mounted sign
placed at the height required by Section 15.7.2.C.2 from the Leesburg Bypass and along Fort
Evans Road from locations approaching the site, and thereby prohibit the ability to obtain
effective signage on the HealthWorks property to efficiently attract patients seeking medical care
at the clinic; and
WHEREAS, it is appreciated that HealthWorks serves the Northern Virginia region's
under and un- insured population, many of whom may not be residents of Leesburg and will
reach Leesburg via public or private transportation along the Leesburg Bypass and /or Fort Evans
Road via Market Street, which makes visibility of any signage from those roadways of
paramount importance to the function of the clinic in this location; and

PROPERTY IDENTIFIED BY LOUDOUN COUNTY LAND RECORDS
AS PARCEL IDENTIFICATION NUMBER 188 -19 -2257.
WHEREAS, Town of Leesburg Zoning Ordinance Section 15.9.7 Unusual Site
Constraints stipulates that "[W]hen unusual building site conditions prohibit the ability to obtain
effective signage, the Zoning Administrator may issue sign permits which comply with the intent
of this article (Article 15 Signs) upon authorization by Town Council "; and
WHEREAS, staff recommends Town Council authorize issuance of sign permits in
pursuit of Zoning Ordinance Section 15.9.7 Unusual Site Constraints; and,
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
Section I. Authorization is hereby given for the Zoning Administrator to issue Sign
Permits allowing wall mounted signs to be erected on the building situated at 163 Fort Evans
Road, NE on property identified in Loudoun County Land Records as Parcel Identification
Number 188 -19 -2257, with the following conditions regarding that sign:
1. In accordance with Zoning Ordinance Section 15.9.7 Unusual Site Constraints wall mounted
signs may be installed on the north and south facades of the HealthWorks building, situated at
163 Fort Evans Road, NE, at a height not exceeding 37'8" from finished floor elevation to the
bottom of the sign and 43'1" to the top of the sign as illustrated on the North & South Elevations
drawing, revised on December 19, 2012 provided on Page 3 of 4 in Attachment 3 of the January
8, 2013 staff report.
2. This authorization does not express or imply any waiver or modification of any other
applicable requirements set forth in the Subdivision and Land Development Regulations,
the Zoning Ordinance, or the Design and Construction Standards Manual (DCSM).
