PRESENT: Mayor Brad Andersen, Council members Scott Long, Dennis McArthur,
Steve Elliott, City Clerk Betty McKinlay, Treasurer Ron Nelson, Work Supervisor Zech
Prouse, Police Chief SanDee Knowles. Council member Clip Holverson is out of town.
VISITORS: Barbara, Angie and Mike Schreier, Adrian Beazer
Mayor Brad Andersen brought the meeting to order and the pledge was led by Council
member Dennis McArthur.
Adrian Beazer brought a flyer he is handing out for the car show on Friday night and
Saturday morning.
Neil Grover met with the P & Z Commission and everything is fine with the addition he
wants to put on the front of his business. He needs a Variance for his fence. The P & Z
Commission gave approval for the project. Council member Dennis McArthur motioned
to approve the plan for the work on the building upon written approval from the P & Z
Commission. Council member Steve Elliott seconded. All were in favor. Council

The Council reviewed the minutes from last month. Council member Scott Long
motioned to approve the minutes as amended. Council member Steve Elliott seconded.
All were in favor. Mayor Andersen up dated the Council on some of the issues that were
presented at last months meeting. He talked to our Attorney Dale Storer about the Olsen
project on Iona Road. Dale gave Mayor Andersen 3 reasons why not to let the Olsen's
hook up to our water system. They could contract with the City of Iona which is similar
to a conditional use permit. There are three houses connected to one water connection
already.
Iona Days was discussed. The dinner will begin at 5:30 p.m. Bubba's with cater and
Reed's Dairy will furnish ice cream. The charge will be $6.00 for adults and $4.00 for
children 10 and under. Saturday morning will be the Lion's Club Breakfast from 7:00
a.m. to 11:00 a.m. That same evening will be the Iona Stake Dinner sponsored by the
Church. At 6:30.
Playground equipment to replace the slide and merry-go-round and exercise bars etc. for
adults was discussed. We are looking at installing some type of equipment this year and
then adding to it each year as the budget permits.
Work Supervisor Zech Prouse gave his report. He reported that there has been vandalism
done to the sprinkler heads and the port -a -potties in the park have been tipped over. He
mentioned that we are using a lot of water a month more at this time compared to last
year. The property on Hansen was served a letter and the property owners will get the
water leak taken care of on their property. The County will be out to take care of the
weeds on Free Ave. Zech discussed moving the City Limits sign on 55 East to the
Railroad Track and the Rose Valley Subdivision will move the speed limit sign. Getting
the street sweeper back to sweep the streets was discussed. Irrigating the park was
discussed. Zech said if we go to irrigating the lawn will burn up because we can only use
the canal water once a week. Council member Scott Long discussed having an
emergency plan as a back up for secondary irrigation. The trees around the school are the
City's and splitting the cost with the school was discussed if we make the school go to
metering their water Council member Scott Long thanked Zech for taking care of the
mosquitoes.
Treasurer Ron Nelson discussed the bills to be ratified. Council member Scott Long
motioned to approve payment and Council member Steve Elliott seconded. All were in
favor. The Expense report was discussed.
Treasurer Ron Nelson and Mayor Andersen discussed the Preliminary Budget. Ron said
there will probably be some changes before the final budget.
Police Chief SanDee Knowles gave her report. There is vandalism and burglary going on
in Iona. Council member Scott Long mentioned that the Neighborhood Watch program
needs to be brought back. The Council discussed the reserve plan where a volunteer rides
around with Officer Knowles at night. SanDee gave each of the Council members and
the Mayor a copy of Code Enforcements and letters she had issued to citizens.
City Clerk Betty McKinlay gave her report. The City sent flowers to Minnie Thornton
for her 102nd Birthday in June. She sent a card thanking the City for the flowers. Council
member Scott Long said that we should honor our oldest citizens at Iona Days. Council
member Dennis McArthur said there will be recognition. Betty mentioned that the
Historical Committee and the Gem Committee are working on getting the Museum
opened for Iona Days. ZoAnn Simmons and her committee are setting up the artifacts.
Gem Committee members Ida Ryan and Joyce Knowles are helping also.
Mayor Andersen proposed a raise in salary for the Council. Council member Dennis
McArthur asked if they could let him know next month.
Mayor Andersen asked Council member Scott Long if he could attend the Bonneville
County Emergency Management Local Emergency Planning Committee Meeting (LEPC)
on July 31 st. Scott said he would.
Council member Scott Long asked if a committee could be identified for the park in
Mountain Ridge and get going on it. Robyn Keyes and Gerry Bates and Scott will do an
audit on the trees.
Council member Steve Elliott asked for us to help on Friday night with the dinner.
Council member Dennis McArthur asked about the water committee. It has not met for a
long time. Mayor Andersen said The Development Company is trying to close out on the
water study then the water committee will meet again.
The City right-of-way by Eva Stanger's has cars on it and part of her garden is on it.
There are weeds on it that probably need to be taken care of If we are asking people to
take care of their yards, we probably need to set the right example.
Mayor Andersen said he put in for a grant to extend the bike path on Owens Ave. (33rd
N.) and throughout the City. If 33rd North is wide enough we might be able to stripe it
for a bike/walking path and then reduce the speed limit. We need to know who owns the
road, the County or the City. Zech will find out and let us know next month.
Adrian Beazer asked if he could put a tasting table up at the dinner Friday night. He has
a health food he would like to show people. He will need to apply for a business license
and pay $50.00.
The Council suggested selling the History Books at the dinner.
Council member Scott Long motioned to adjourn. Council member Steve Elliott
seconded. Time: 8:35 p.m.

One of the many requirements of the National Incident Management
System (NIMS) that agencies receiving Department of Homeland Security
(DHS) Grants must complete within the next year is "resource typing" that
conforms to DHS Resource Typing standards identified by the NIMS
Integration Center (NIC).
According to the NIC this is what it is and why we are to do it.
What is resource typing?
Resource typing is the categorization and description of response resources that are commonly
exchanged in disasters through mutual aid agreements. The NIMS Integration Center has
developed and published 120 Resource Typing Definitions.
What is the purpose of resource typing?
Resource typing enhances emergency readiness and response at all levels of government through
a system that allows an already overwhelmed jurisdiction to augment its response resources
during an incident. Standard resource typing definitions help responders request and deploy the
resources they need through the use of common terminology. They allow emergency
management personnel to identify, locate, request, order and track outside resources quickly and
effectively and facilitate the movement of these resources to the jurisdiction that needs them.
In order to meet this requirement Bonneville County has entered into a contract with Rick
Fawcett of Whisper Mountain Professional Services, Inc., to do the resource typing for all the
agencies within the County. We have asked Rick to brief the LEPC on how that task will be
accomplished, what he expects from the agencies and what the end product will look like. This
will be an excellent opportunity to get this effort off to a good start.
The meeting starts at 9:00 a.m., Tuesday, July 31, 2007 in the basement of the Law
Enforcement Building room B02.
