HomeMy Public PortalAbout2875-1974 - Traffic Regulations for bicyclesORDINANCE NO. 2875-1974 AN ORDINANCE TO AMEND CHAPTER 41, ARTICLE XI, TRAFFIC REGULATIONS FOR BICYCLES, OF THE MUNICIPAL CODE OF THE CITY OF RICHMOND, INDIANA, REGARDING REGISTRATION OF BICYCLES. WHEREAS, registration of bicycles located in the City of Richmond, Indiana, would aid in the apprehension of those stealing bicycles and also would aid on the return of stolen or lost bicycles to their owners; NOW THEREFORE, Be it Ordained by the Common Council of the City of Richmond, Indiana, that: SECTION 1. Chapter 41 (Traffic), Article XI (Regulation of Bicy- cles) of the Municipal Code of the City of Richmond, Indiana, is hereby amended to add the provisions herein. SECTION 2. The owner, if of the age of majority by the law of the State of Indiana, or the parent or guardian of a minor who is the owner of a bicycle and who resided within the City of Rich- mond, Indiana, shall have said bicycle registered with the City of Richmond, Indiana, Police Department, within thirty days after acquisition thereof. SECTION 3. The provisions of this ordinance shall apply to all such persons at the time of the enactment hereof and shall also apply to all such persons acquiring bicycles hereafter, whether such bicycles be new or used and regardless from whom acquired. These provisions shall apply at any time there is a change of such ownership, including those instances when the bicycle has been registered to the previous owner. Provided, however, registration shall take place one time as to any bicycle for each owner thereof. SECTION 4. Registration shall include the imprinting, stamping, or otherwise placing of a registration number upon each bicycle and the keeping of appropriate records by the City of Richmond, Indiana, Police Department as to indentification of such bicycles and owner- ship thereof. No fee shall be charged to the said owners for such registration. SECTION 5. Every person convicted of a violation of this ordinance shall be punished by a fine of not more than ($25.00). SECTION 6. All other provisions of said Chapter 41, Article XI shall remain in full force and effect. SECTION 7. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and publication as required by law.
