AN ORDINANCE TO APPROPRIATE ONE HUNDRED EIGHT THOUSAND DOLLARS ($108,000.00)
FROM THE LOCAL ROAD & STREET FUND FOR R & S #12.
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for various functions of the City Government than was appropriated
in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institu-
tions for the year ending December 31, 1974, the following amount of money
is hereby appropriated and set apart out of the fund named and for the
purpose specified. Said sum being subject to all laws governing the same.
Such amount appropriated shall be held to include all expenditures authorized
to be made during the year, unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appropriated
from the Local Road & Street Fund to be used for the Reconstruction of North
"J" Street (U.S. 27 to the new 20th Street Bridge) Phase I, the following
specified amount to meet the extraordinary emergency hereby declared to exist:

LOCAL ROAD AND STREET FUND $108,000.00 $108,000.00
These funds are to be appropriated for the following project:
Reconstruction of North "J" Street (U.S. 27 to the new 20th Street
Bridge) Phase I.
SECTION 3. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana, governing emergency appropriations.

COUNCIL OF THE t ITY OF RICHMOND INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in
the Council Chambers in the Municipal Building of said City March 18, 1974
at the hour of 7:30 P.M. (EST). '
Councilman Marion presided with the following m bers present: Messrs.

Mills
Shields Williams '
Absent: None -!

The Clerk presented proof of publication of Notice to taxpayers pfinted in the
Richmond Palladium Ite* a ntsuptr of. general circulation in the City of ichmond,
Indiana on the dates of and March 13, 1974
Said notices stated that a public hearing would be held on the 181h day of
March , 19 74, by the Common Council to consider additional appropria-
tions as provided for in Ordinance No.2877-1974 within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and found
to be correct and in order. Councilman Geier moved, the proof of
publication and posting of notices be received and ordered filed, seconded by
Councilman Mills , and on voice vote the motion was carried.
The Clerk read by title only on second reading Ordinance No.2877-1974.
No one appeared against Ordinance No. 2877-1974.
Councilman Cornett moved for engrossment of Ordinance No. 2877-1974, seconded by
Councilman Williams and on unanimous voice vote the motion was carried.
Councilman Geier moved to suspend the rules and read Ordinance No. 2877-1974 by
title only, seconded by Councilman Brown and on a call of the,roll the following
was recorded: Ayes; Brown, Cornett, Elstro, Geier, Merchanthouse, Mills, Shields,
Williams and Marino. Noes; None. The vote being nine (9) to zero (0) for suspension.
The Clerk read by Title only on third reading.
After hearing all persons present, Ordinance NO. 2877-1974 was placed on final
passage or rejection and ou a call of the roll the following was recorded: Ayes:
