A RESOLUTION: INITIATING AMENDMENTS TO THE TOWN CODE TO ADDRESS
CHANGES TO THE CODE OF VIRGINIA ENACTED DURING THE
2013 SESSION OF THE VIRGINIA GENERAL ASSEMBLY
WHEREAS, certain bills passed during the 2013 session of the Virginia General Assembly
which require amendments to the Town Code in order for the Town to remain compliant with state
law and/or to enhance the Town's ability to protect the health, safety and welfare of its residents;
and
WHEREAS, Senate Bill 0890 authorizes the Town to establish by ordinance an endowment
fund for the purpose of supporting the Balch library; and
WHEREAS, Senate Bill 1065 permits localities to include a rebate of real estate property
taxes among the tax incentives available in an arts and cultural district; and
WHEREAS, Senate Bill 1263 permits a member of a public body to participate in a public
meeting electronically due to personal matters under certain circumstances; and
WHEREAS, Senate Bill 0959 permits governing bodies to adopt ordinances requiring users
of shared use paths to stop before crossing highways at marked crosswalks.
THEREFORE, RESOLVED,the Council of the Town of Leesburg in Virginia directs the
Town Attorney to prepare draft ordinances to amend appropriate chapters of the Town Code to
address changes to state law enacted by Senate Bills 0890, 1065, 1263 and 0959 of the 2013 session
of the Virginia General Assembly which may affect the Town and to comply with the Code of
Virginia, as appropriate.
