RESOLUTION NO. 2013-053 ADOPTED April 23,2013
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE CHURCH
STREET IMPROVEMENTS PROJECT TO ARTHUR CONSTRUCTION
CO., INC. IN THE AMOUNT OF $175,456.50.
WHEREAS,the Church Street Improvements project is a funded capital project; and
WHEREAS,this contract award is for improvements on Church Street from Loudoun
Street to Royal Street; and
WHEREAS,this project has been coordinated with the Downtown Improvements project;
and
WHEREAS, in response to a public solicitation for bids for construction of the Church
Street Improvements project,the Town received six bids on March 20,2013, from the following
firms:
• Arthur Construction Co., Inc. $175,456.50
• Dickerson Construction $236,325.00
• Kickin Asphalt $236,837.80
• Finley Asphalt $242,642.18
• Groundscapes, LLC $249,300.00
• Jeffrey Stack $291,073.00; and
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Arthur Construction Co., Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and

CO., INC. IN THE AMOUNT OF $175,456.50.
WHEREAS,there are sufficient funds in the Capital Projects Fund, no additional funding is
needed to award this contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,with
Arthur Construction Co., Inc. in the amount of$175,456.50 for the construction of the Church
Street Improvements project.
