HomeMy Public PortalAbout2886-1974 - Appropriation - Cumulative Capital Improvement Fund - Street & Sewer Improvements - NW Industrial RichmondORDINANCE NO. 2886-1974 AN ORDINANCE APPROPRIATING THE SUM OF FORTY THOUSAND DOLLARS ($40,000) FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND, (CIGARETTE TAX) FOR STREET AND SEWER IMPROVEMENTS AND RIGHT- OF-WAY IN NORTHWEST INDUSTRIAL RICHMOND. WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana: SECTION 1. That for the expenses of the City Government and its institutions for the year ending December 31, 1974, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified. Said sum being subject to all laws governing the same. Such amount appropriated shall be held to include all expenditures authorized to be made during the year, unless expressly stipulated by law. SECTION 2. That for the said fiscal period, there is hereby appropriated from the Cumulative Capital Improvement Fund (Cigarette Tax) the following specified amount to meet the extraordinary emergency hereby declared to exist: AMOUNT REQUESTED AMOUNT APPROPRIATED STREET AND SEWER IMPROVEMENTS AND RIGHT-OF-WAY IN $40,000.00 $40,000.00 NORTHWEST INDUSTRIAL RICHMOND SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Promenade City Clerk Subscribed and sworn to before me, a Notary Public, this day of , 19� Notary Public My commission expires: _'ft EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Municipal Building of said City May 20, 1974 at the hour of 7:30 P.M. (EST). Councilman Marino presided with the following members present: Messrs. Brown eier Sl�a�ei�ls , Absent: Shields Cornett Elstro erc an ouse Williams , Mills , , The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to taxpayers printed in the Richmond Palladium Ite4i, a newspaper of general circulatlo in thhe C of Richmond, Indiana, on the dates of May 9 and may 16, 1974 Said notices stated that a public hearing would be held on the 20th day of May , 19 74 by the Common Council to consider additional appropria- tions as provided for in Ordinance NO. 2886-1974 within the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Geier moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Mills , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 2886-1974. Councilman Cornett moved for engrossment of Ordinance No. 2886-1974, seconded by Councilman Mills and on unanimous voice vote the motion was carried. Councilman Geier moved to suspend the rules and read by title only on third reading Ordinance No. 2886 -1974, seconded by Councilman Williams and on a call of the roll the following was recorded: Ayes; Brown, Cornett, Geier, Merchanthouse, Mills, Williams and Marino. Noes; None. The vote being 8-0 in favor of suspension. The Clerk read by title only on third reading Ordinance No. 2886-1974. After hearing all persons present, Ordinance NO. 2886-1974 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Brown , Cornett , Elstro Geier erc an Ouse mills Williams Marino. Nayes: None _ Absent: Shields. The vote being declared 8 to 0 in favor of passage of Ordinance NO. 2886-1974 (OTHER BUSINESS HAD) On motion duly made, seconded and passe4 the meeting was adjourned. /s/ Philip Marino President of Common Council ATTEST: /s/ Margaret Mellen City Clerk NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATIONS Notice is hereby given the taxpayers of the City of Richmond, Wayne County, Indiana, that the proper legal officers of said City, in their regular meeting in the Council Chamber in the Municipal B ilding, in said City, will on the 20th day of ay , 19 74, at the hour of 7:30 P.M. consider the following addinal appropriations to meet the extraordinary emergencies existing at this time. Such sums appropriated herein shall be held to include all expenditures to be made during the year unless other- wise expressly stipulated and provided by law. That for the said fiscal period, there named, the amount specified to meet the hereby declared to exist: AMOUNT RE UQ ESTED $40,000.00 is hereby appropriated out of the fund extraordinary emergencies which are AMOUNT APPROPRIATED $40,000.00 STREET AND SEWER IMPROVEMENTS AND RIGHT-OF-WAY IN NORTHWEST INDUSTRIAL RICHMOND. Taxpayers appearing at such hearing sha71 have the right to be heard thereon. The additional appropriations as finally made will automatically be referred to the State Board of Tax Commissioners. This Board will hold an additional hearing within the fifteen (15) days at the Wayne County Courthouse in the Auditor's Office, or at such other place as may be designated. At such hearing taxpayers objecting to any such additional appropriations may be heard. Interested taxpayers may inquire of the Wayne County Auditor when such hearing will be held.
