AN ORDINANCE APPROPRIATING THE SUM OF FORTY THOUSAND DOLLARS
($40,000) FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND,
(CIGARETTE TAX) FOR STREET AND SEWER IMPROVEMENTS AND RIGHT-
OF-WAY IN NORTHWEST INDUSTRIAL RICHMOND.
WHEREAS, certain extraordinary emergencies have developed
since the adoption of the existing annual budget so that
it is now necessary to appropriate more money for the various
functions of the City Government than was appropriated in
the annual budget.
NOW THEREFORE BE IT ORDAINED by the Common Council of the
City of Richmond, Indiana:
SECTION 1. That for the expenses of the City Government and
its institutions for the year ending December 31, 1974, the
following amount of money is hereby appropriated and set
apart out of the fund named and for the purpose specified.
Said sum being subject to all laws governing the same. Such
amount appropriated shall be held to include all expenditures
authorized to be made during the year, unless expressly
stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby
appropriated from the Cumulative Capital Improvement Fund
(Cigarette Tax) the following specified amount to meet
the extraordinary emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full force and effect
from and after its passage and approval by the Mayor and is
subject to the laws of the State of Indiana governing emergency
appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in
the Council Chambers in the Municipal Building of said City May 20, 1974
at the hour of 7:30 P.M. (EST).
Councilman Marino presided with the following members present: Messrs.

The Clerk presented proof of publication of Notice to taxpayers printed in the
Richmond Palladium Ite4i, a newspaper of general circulatlo in thhe C of Richmond,
Indiana, on the dates of May 9 and may
16, 1974
Said notices stated that a public hearing would be held on the 20th day of
May , 19 74 by the Common Council to consider additional appropria-
tions as provided for in Ordinance NO. 2886-1974 within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and found
to be correct and in order. Councilman Geier moved the proof of
publication and posting of notices be received and ordered filed, seconded by
Councilman Mills , and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 2886-1974.
Councilman Cornett moved for engrossment of Ordinance No. 2886-1974, seconded by
Councilman Mills and on unanimous voice vote the motion was carried.
Councilman Geier moved to suspend the rules and read by title only on third reading
Ordinance No. 2886 -1974, seconded by Councilman Williams and on a call of the roll
the following was recorded: Ayes; Brown, Cornett, Geier, Merchanthouse, Mills,
Williams and Marino. Noes; None. The vote being 8-0 in favor of suspension.
The Clerk read by title only on third reading Ordinance No. 2886-1974.
After hearing all persons present, Ordinance NO. 2886-1974 was placed on final
passage or rejection and on a call of the roll the following was recorded: Ayes:
Brown , Cornett , Elstro

The vote being declared 8 to 0 in favor of passage
of Ordinance NO. 2886-1974

NOTICE TO TAXPAYERS OF
ADDITIONAL APPROPRIATIONS
Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said City, in their regular meeting
in the Council Chamber in the Municipal B ilding, in said City, will on the
20th day of ay , 19 74, at the hour of 7:30 P.M.
consider the following addinal appropriations to meet the extraordinary
emergencies existing at this time.

INDUSTRIAL RICHMOND.
Taxpayers appearing at such hearing sha71 have the right to be heard thereon.
The additional appropriations as finally made will automatically be referred
to the State Board of Tax Commissioners. This Board will hold an additional
hearing within the fifteen (15) days at the Wayne County Courthouse in the
Auditor's Office, or at such other place as may be designated. At such hearing
taxpayers objecting to any such additional appropriations may be heard.
Interested taxpayers may inquire of the Wayne County Auditor when such hearing
will be held.
