Attest:: i l.la e lcrk MARCH 16, 1957 The Council of Bal Harbour Village met Saturday, March 16, 1957 at 9:30 A. M. in the Village Hall. All the members of the Council were preeent. Also present were W. H. Webb, Village Manager; Mary Wetterer, Village Clerk; and Thomas Anderson, Village Attorney. On motion of Mr. Landia, seconded by Mr. Collins, the minutes of the previoua meeting of February 16, 1957 were approved as submitted. Mr. Webb reported that he had placed $50,000 on a ninety (90) day time deposit at 2i$ per annum with the Community National Bank on March llth. He said that for the contingency fund discussed, he would suggest that $25,000 be set up from surplus and invested in Government Bonds. Mr. Sroemen suggested that possibly it might be better to retire some of our own outstanding bonds. After discussion the Council agreed that Mr. Webb make a further study of this for the next meeting. Mr. Anderson said the smoke abatement ordinance which Mr. Webb had re- ceived was not the final draft he had prepared, and asked that it be tabled until next month. Mr. Webb said that he and Mr. Anderson had met with the Dade County Delegation and that the delegation had agreed to present local bills setting up a tax district and election district for Sal Harbour. He also said Mr. Anderson would take steps to prevent the Sal Harbour name being used by others. Mr. Anderson explained that the Dade County Delegation told them that no local bills would be presented until after May 25th, due to the Charter Board Elec- tion. 214 Mr. Webb read a letter from Mr. Wilbur Jones, Chairman of the State Road Department, informing the Council that the plan for improvements under the Baker's Haulover Bridge had been referred to Mr. Carlton, District Engin- eer of Fort Lauderdale. It was decided that Mr. Broeman and Mr. Landis, and Mr. Webb would meet with the State Road Department when the meeting was held to consider the plan. The Council considered the schedule for the election of May 7th and decided that all residents and registered voters should receive a copy of the election schedule. Mr. Webb said he had a bid from Head -Beckham Insurance Agency for the new water tank and the Council suggested he contact Butler Insurance Agency and place the insurance with the lowest bidder. Mr. Landis and Mr. Webb explained that the Burroughs Company had brought out a bookkeeping machine for demonstration, and that it was Mr. Webb's opinion that the Town's operation was not large enough to justify the expen- diture at the present time. It was the Council's decision to table this matter until such time as it becomes a definite need. Mr. Beatty then signed a Proclamation setting up March 17 - 23 as National Wildlife Week. The Council was informed that due to Mr. Zurwelle being ill, the groin plan was not completed but should be read for the next meeting. Mr. Webb said that while contacting the County Commission with regard to an unpaid water bill by their concessionaire at the south end of Baker's Haulover, he learned that the County was going into a new agreement with him. He said he would like the County to remove this Shack as it had no part in a residential area. Mr. Anderson said that if Mr. Webb would give him a letter with all the details, he would take it up with the proper authority and see what could be done. Mr. Landis said some of the taxpayers were objecting to the airlines climbing over Bal Harbour and asked if Mr. Webb would write them a letter asking if they could start the climb over the ocean.
