A RESOLUTION: AUTHORIZING NEGOTIATION WITH LOUDOUN WATER FOR
PERMANENT EASEMENTS
WHEREAS, the Town of Leesburg owns and operates a water treatment plant in Loudoun
County on a 20 acre site presently owned by the Town of Leesburg; and
WHEREAS, Loudoun Water owns a 27 acre parcel of land consisting of steep slopes and
heavily wooded area which is located adjacent to the Town waste water treatment plant site; and
WHEREAS, Loudoun Water has requested from the Town of Leesburg permanent
easements for access on the parcel owned by the Town of Leesburg for access to the Potomac River
and for infrastructure associated with a Raw Water Pump Station; and
WHEREAS, various easements from the Town of Leesburg would allow Loudoun Water to
avoid the use of steep slopes and a heavily wooded area that Loudoun Water must presently use in
order to have access to the Potomac River; and
WHEREAS,there will be no impact on operation of the Town's water treatment plant; and
WHEREAS,Loudoun Water has agreed to provide an emergency raw water connection and
an additional future potable water connection to the Town increasing the Town's reliability in an
emergency situation; and
WHEREAS, the Town may negotiate such additional terms, conditions and additional
consideration with Loudoun Water in exchange for granting such permanent easements for the
mutual benefit of both parties; and
WHEREAS, a duly advertised Public Input will be held to allow interested parties to have
an opportunity to express their opinion; and

WHEREAS, Town and Loudoun Water have had excellent working and collaborative
relationship for many years; and
THEREFORE, RESOLVED, by the Council of the Town of Leesburg, Virginia that the
Town Manager is hereby directed to negotiate such additional terms, conditions, and additional
consideration to the Town of Leesburg with Loudoun Water in exchange for granting such
permanent easements and in form to be approved by Town Council.
