A RESOLUTION: AWARDING THE ANNUAL CONTRACT FOR REFUSE AND
RECYCLING COLLECTION SERVICES TO CON-SERV
INDUSTRIES, INC. IN THE AMOUNT OF $2,424,110.66
WHEREAS, the current contract for Refuse and Recycling Collection expires on June 30,
2013; and
WHEREAS, sealed bids for Refuse and Recycling Collection Services that included (2) bid
alternates, Alternate #1 to provide an additional refuse collection from residential properties on
recycling day and Alternate#2 to provide 96-gallon refuse toters and 64-gallon recycling toters for
single family homes, were opened on Tuesday, May 7, 2013 at 3:00 p.m.; and
WHEREAS,the bids have been evaluated by the Director of Public Works and the Chief
Procurement Officer for accuracy and compliance with the bid documents, the resulting bid results
are as follows:

WHEREAS, the Town's adopted FY2014 budget amount for refuse and recycling services is
$2,759,000; and
WHEREAS, all Total bids are over our FY2014 budget amount of$2,759,000; and
WHEREAS, the bids were then calculated to show the Base Bid plus Alternate #1, with the
following results:

WHEREAS, the award criteria states that the contract will be awarded with as many Alternates
as possible to the lowest responsive, responsibly bidder within the approved budget; and
WHEREAS, the bid from Con-Sery Industries, Inc. was determined to be the lowest
responsive, responsible bidder for the Base Bid plus Alternate#1 in the amount of$2,424,110.66 ;
and
WHEREAS, the terms of the contract provide for an initial (1) one year period, which may be
extended for up to (4) four additional (1) one year terms; and
WHEREAS, the Director of Public Works recommends award of the FY2014 Refuse and
Recycling Collection Contract to Con-Sery Industries, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
manager is hereby authorized to enter into a contract with Con-Sery Industries, Inc. to provide Town
refuse and recycling collection service for the period of July 1, 2013 to June 30, 2014 in accordance
with the terms of the bidding documents dated April 8, 2013 and the unit prices and total bid of
$2,424,110.66 for the Base Bid plus Alternate#1 in the proposal received on May 7, 2013.
