AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN A R-2, ONE -FAMILY
RESIDENTIAL DISTRICT, OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN
AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPT-
ED JUNE 3, 1968.
BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana, as follows:
SECTION 1. As provided in Article 21, Section 21.01 and more
specifically provided in Article 48 of Ordinance No. 2325-1968,
commonly known as the Zoning Ordinance of the City of Richmond,
Indiana, the following described use of the following described
real estate is allowed as a Special Use for Children's Day -Care
Center located at South 19th and "J" Streets, in the City of
Richmond, Indiana; more particularly described; to -wit:
Lots 217, 216, 215, & 20' & entire east side lot
214 Richards' Addition
SECTION 2. As a condition of the aforesaid Special Use and as
as additional restriction on said use, the following require-
ments shall hereafter and at all times be met by the owner,
leases or any person, firm or corporation using such real estate.

SECTION 3. The Zoning Administrator of the City of Richmond,
Indiana, is hereby authorized and directed, upon enactment and
publication of this Ordinance, to record and approve the issu-
ance of a permit for the establishment of the use herein allowed.
SECTION 4. This Ordinance shall be in full force and effect
from and after its passage and approval by the Mayor, and publi-
cation as by law required.
PASSED AND ADOPTED by the Common Council of the City of Richmond,

PLAN COMMISSION RECOMMENDED CONDITIONS ON
ORDINANCE NO. 2901-1974
1. The site plan submitted and referred to shall be a part of this
Ordinance.
2. Sidewalks shall be constructed by the developer along the perim-
eter of the property.
3. Drainage and grading plans shall be prepared and submitted by the
petitioner and approved by the Board of Public Works & Safety be-
fore an Improvement Location Permit shall be issued; and at no
time shall the drainage drain onto the adjoining properties.
4. The out -door play area shall be enclosed by a fence.
5. The structure for the subject day-care center shall have the ap-
proval of the following agencies:
a. Administrative Building Council
b. Fire Marshall of the City of Richmond
c. Richmond Bureau of Buildings
d. Wayne County Health Department
e. State Health Department
f. State Welfare Department
6. The parent shall provide a written statement at the time of admis-
sion that his child has not to his knowledge been exposed to a com-
municable disease within the previous three (3) weeks.
7. There shall be provided a minimum of one and one-half (1 1/2) off-
street parking spaces for each staff member.
