Pledge of Allegiance II. Swearing in of New City Council Member-Jacob Widner- Clerk Treasurer Lynda Dunbar swore in Jacob Widner. III. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert(ZOOM), Dave Murray and Jake Widner. IV. Public Petitions and Comments: Main Street Greencastle was asking to close the street on Indiana Street and have live music on behalf of Moore's Bar. Motion by Veronica Pejril to approve one additional day to the prior street closure, second by Stacie Langdon, 7-0, motion carried. V. Special Requests A. Street Closure Request- Greencastle Music Fest-Gail Smith- Motion by Adam Cohen to deny the request, No Second, Motion dies. Motion by Cody Eckert to accept the street closure request and the noise ordinance waiver; with stipulation of adding 15 sanitation stations and following all directives from the Governor's office and the Putnam County and State Department of Health, second by Jake Widner, 4-3, Cody Eckert, Stacie Langdon, Veronica Pejril and Jake Widner voted yes, Dave Murray, Mark Hammer and Adam Cohen voted no, motion carried. B. Street Closure Request- DePauw University/Messer Construction- Motion by Adam Cohen to close Indiana Street for the necessary construction as presented, second by Dave Murray, 7-0, motion carried. C. Street Closure Request-Wasser Brewing for Street Dining- Motion by Veronica Pejril to close Franklin Street starting at 5:30 pm daily with the same conditions as Moore's Bar, second by Jake Widner, 7-0, motion carried. D. Street Closure Request- Neighborhood Block Party- Larry Dickerson Motion by Adam Cohen to close the street as presented and a noise ordinance waiver with the understanding that all state laws must be followed for fireworks and alcohol, second by Veronica Pejril, 7-0, motion carried. VI. Department Reports: A. Cemetery— Ernie Phillips B. Engineer— C. Fire Department— John Burgess D. Park and Recreation — Rod Weinschenk E. Planner— Scott Zimmerman F. Police Department—Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department— Oscar King I. City Attorney - Laurie Robertson Hardwick VII. Reports A. Mayor's Report- Mayor updated the council on the following items: • Continue to follow CDC guidelines related to the Coronavirus • City has engaged in several mowing contracts. • Vectren is working back on Arlington upgrading gas lines. • YMCA is moving along and City will be meeting with YMCA in the near future. • City Parks are open but please practice social distancing. B. Clerk-Treasurer's Report- City Hall is open but we encourage our utility customers to use the drive up window. C. Councilors' Report- Mark Hammer and all the Councilors welcomed Jake Widner to Common Council. VIII. Approval of Minutes A. Regular Session-May 14, 2020 B. Special Session- May 21, 2020 C. Budget Committee-June 4, 2020 Motion by Dave Murray to approve all the minutes as presented, second by Veronica Pejril, 6-0, Jake Widner abstained since he was not a member of council, motion carried IX. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Dave Murray, 6-0 Stacie Langdon abstained because PCCS invoice, motion carried. X. Old Business Xl. New Business A. Annual TIF Request- Motion by Adam Cohen to accept the Redevelopment Committees recommendation on TIF, second by Stacie Langdon, 7-0, motion carried. XII.
