AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3,
1968.
BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana, as follows:
SECTION 1. WHEREAS, the Zoning Map which is a part of Ordinance
No. 2325-1968 designates and describes as R-3 One to Eight Family
Residence District the following described property located at
South West First and Main Streets, in the City of Richmond, Indiana,
more particularly described as follows:
All that part of Lot Number 37 in the Town of West
Richmond, now in the City of Richmond, in Wayne
County, Indiana, laid out by Oliver Kinsey, which
lies north of a line commencing in the middle of
an alley which lies between lots 10 and 11 in said
town as numbered on the latest plat therof, of
Oliver Kinsey, and runs and extends due east
therefrom.
SECTION 2. WHEREAS, it is the intent and purpose hereof to change
the Zoning Classification of the above described area from R-3
to C-2.
SECTION 3. WHEREAS, a study of this Ordinance was conducted by
the Richmond City Plan Commission the day of
1974, at which time remonstrances were heard from all parties inte-
rested in or affected by this Ordinance.
SECTION 4. WHEREAS, the vote of the Richmond City Plan Commission
was to in favor of/in opposition to recommending the
passage of Ordinin cnae No. 2905-1974.
NOW THEREFORE:
SECTION 5. It is hereby ordained that the zoning classification
of the above described property be, and the same is hereby changed
to C-2 Community Business District, and that said property be
regulated in accordance with the Zoning Ordinance of the City
of Richmond, Indiana, and all amendments thereto.
SECTION 6. This Ordinance shall be in full force and effect from
and after its passage and approval as by law required.
SECTION 7. The original zoning classification of the aforementioned
area is hereby rescinded and the zoning classification of this
area will be in accordance with Section 2 of this Ordinance.

On Tuesday, August 27, 1974, the Richmond City Plan Commission held a
public hearing in the Council Chambers of the Richmond Municipal Build-
ing, at 7:30 p.m., to hear the request of Standard Oil Division, Amoco
Oil Company, 829 Hickory Drive, Carmel, Indiana, 46032, Everett H. Hap-
ner, 100 North West 8th Street, Richmond, Indiana, requesting a rezon-
ing from R-3 One -to -Eight Family Residential to C-2 Community Business
in order to construct an office building on the following described
property: South West First and Main Streets, Richmond, Indiana.
All parties interested or affected by this request were heard. Eleven
(11) letters were sent to adjoining property owners and two (2) were
returned favorable while zero (0) were returned opposed. There were
no remonstrances presented at this meeting.
On Tuesday, August 30, 1974, the Plan Commission voted six (6) to one
(1) denying the rezoning request and recommends the same to Common
Council. Mr. Robert Van Pelt voted nay to disapprove the petition.

to The Richmond Indiana Council, because of new development
in regard to the rezoning of the Standard Oil Company at South
West First and Main Streets I would like to postpone the con-
sideration of that matter by the Common Council.
I am the owner of an option to purchase the real estate and
would like to examine new developments that have now come to
my attention.
