HomeMy Public PortalAbout04 - 2020-4 - FIRST RESPONDER COVID PAY S I ORDINANCE 2020-4 AN ORDINANCE ESTABLISHING FIRST RESPONDER COVID-19 BENEFIT WHEREAS,the novel coronavirus disease 2019, (COVID-19) has quickly spread across the country, posing great risk to parts of our community and creating a Public Health Emergency; WHEREAS, the Center for Disease Control and local health officials recommend self- quarantine at home for anyone who has symptoms of COVID-19 in order to slow or stop the spread of the virus; WHEREAS, on March 6, 2020, Governor Eric Holcomb declared that a public health emergency exists throughout the State of Indiana as a result of COVID-19, and has issued subsequent Orders and Directives, some of which give local law enforcement agencies the responsibility of enforcement of the Orders and Directives; WHEREAS, public health and safety protocols have already been established whereby certain Police and Fire personnel must wear prescribed personal protective gear during their daily job functions due to the dangerous and highly contagious nature of the COVID-19 disease. WHEREAS, it is imperative, due to the need to protect both public health and public safety that Police Officers and Firefighters be present at their jobs during this time of crisis and cannot work from their homes and must interact with the public during this public health crisis, placing themselves at higher risk of contracting COVID-19; WHEREAS, Police Officers and Firefighters are exempt, under City of Greencastle Ordinance 2020-3 from the ability to take Family and Medical Leave Act leave to care for children out of school or day care, as is afforded to other employees; WHEREAS, the City believes that additional benefits should be provided to those employees who are in the most vulnerable positions, but that are vital to the fight against COVID-19 and all of its effects and consequences. NOW THEREFORE BE IT RESOLVED THAT THE COMMON COUNCIL OF THE CITY OF GREENCASTLE hereby establishes a temporary First Responder COVID-19 Benefit, during the public health emergency,as follows: 1. Each Firefighter shall receive a First Responder COVID-19 Benefit in the amount of$100.00 per full shift worked; 2. Each Police Officer shall receive a First Responder COVID-19 Benefit in the amount of $71.43 per full shift worked; 3. Payments for the First Responder Benefit shall be paid from Fund 242. Riverboat Revenue Fund; 4. The First Responder COVID-19 Benefit shall continue until such time as the Governor of the State of Indiana determines that the State is no longer or under a Public Health Emergency or until repealed by the Common Council,whichever occurs first; and, 5. This Ordinance,and payment hereunder, shall take effect on Saturday,March 28, 2020. This Ordinance hereby amends any sections of the City of Greencastle Employee Handbook or any other City Ordinance,Resolution,policy or procedure which is in conflict with this Ordinance. All other terms and provisions within the Employee Handbook shall remain in full force and effect.
