A RESOLUTION TO INSTITUTE A MORATORIUM ON WATER SHUT-OFFS AND
LATE PAYMENT FINES DUE TO THREAT OF COVID-19 VIRUS
WHEREAS,the novel coronavirus 2019 (COVID-19) is quickly spreading across the
country, posing great risk to parts of our community;
WHEREAS, the CDC recommends regular hand-washing with soap and water as
the most effective control measure each of us can do to control the spread of the virus;
and
WHEREAS, Greencastle City Code Section 9-15(b) states that the City may:
1. charge a 10% late payment charge for bills that are paid after the 11`h of
each month; and,
2. disconnect water services if payment is thirty(30) days overdue.
NOW THERFORE BE IT RESOLVED THAT THE COMMON COUNCIL OF THE
CITY OF GREENCASTLE hereby:
1. places a moratorium on involuntary water shutoffs until further action of
the Council;
2. waives any late payment charge for late water, waste water or trash
payments for bills due April 10, 2020 and henceforth until further action
of the Council.
3. reiterates that all other terms and provisions in Greencastle City Code, Section
9-15(b), not inconsistent herewith, shall remain in full force and effect and
that, although late fees are waived, customers are still responsible for payment
of their utility bills.
4. urges every citizen to closely follow prevention guidelines issued by the
Indiana State Department of Health and the US Centers for Disease
Control and
Prevention, particularly related to hand washing.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at its
Emergency Meeting this 25 day of ry AD_Qh , 2020.
