CITY COUNCIL WORK SESSION, JUNE 12, 2017
CALL TO ORDER
The City Council Work Session of June 12, 2017, was convened at 5:30 P.M. by Mayor
Carrie Tergin on board a City bus for a tour of the MSP site, under the following
provision of Missouri statute:
Pursuant to § 610.020.4 RSMo., this portion of the meeting is being held “at a
place that is not reasonably accessible to the public,” for good cause, being that
it is highly beneficial for councilmembers to learn about and directly familiarize
themselves with the condition and extent of the prop erty that the City is in the
process of acquiring. This portion of the meeting will be devoted to fact -finding of
the Council and no decisions or votes of the Council will be made during this
portion the meeting.
Mayor Tergin explained the tour would con clude back at City Hall where the remainder
of the meeting would be conducted.
ROLL CALL
The following Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present. Mayor Tergin also welcomed Cole County Commissioners Jeff
Hoelscher and Kris Scheperle, as well as Missouri State Representative Mike
Bernskoetter, who were also present on the tour.
TOUR OF MISSOURI STATE PENITENTIARY (“MSP”) SITE
Councilman Mark Schreiber narrated the points of interest during the tour and answered
questions. No actions were taken during the tour.
The tour concluded at 6:08 P.M. at which time the remainder of the meeting occurred in
the City Council Chambers at City Hall.

CONVENE REMAINDER OF MEETING AT CITY HALL
The following Council Members were present when the meeting reconvened at City Hall
at 6:10 P.M.:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
Mayor Tergin read the following provision Missouri Statute provision regarding the MSP
tour which had just concluded:

Cole County Commissioners Hoelscher and Scheperle were also present, as well as
Missouri State Representative Mike Bernskoetter.
DISCUSSION OF MSP REDEVELOPMENT
The following persons were present to make presentations concerning various aspects
of the redevelopment of MSP, and the history of the issue since the prison was
decommissioned:
Former Mayor John Landwehr
Jefferson City Area Chamber Executive Director Randy Allen
Convention and Visitors Bureau Director Diane Gillespie
Following presentations made by the above, Mayor Tergin provided a “virtual tour” using
photos taken during a previous tour of the same points of interest which the Council had
just visited. She stated those photos would be made available on her blog, and that the
power point presentation would also be made available on the City’s website.
*Councilman Hussey left the meeting at 7:04 P.M.

Following the conclusion of all the presentations, questions were asked and answered
by staff and the guest presenters.
ADJOURNMENT
A motion for adjournment was made by Councilman Graham, seconded by Councilman
Henry, and approved unanimously at 7:11 P.M.
