HomeMy Public PortalAbout2017-06-191 REGULAR COUNCIL MEETING, JUNE 19, 2017 CALL TO ORDER The Regular Council Meeting of June 19, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilwoman Wiseman, to adopt the agenda with an amendment to move the “Jays Baseball Team” presentation up to item 4(a) to allow them to leave early for another event. The motion to adopt the agenda as amended was approved unanimously. MISCELLANEOUS AGENDA ITEMS Recognizing Jefferson City Jays Baseball Team as State Champions: Mayor Tergin read a proclamation declaring June 19 as “Jefferson City Jays Baseball Championship Day” and congratulated the team members and coaches who were present, and indicated how proud the City was of this achievement. Coach Brian Ash made comments thanking the City for this recognition. Council Members also made comments congratulating the team and their coaches. Recognition of Outstanding Employee for June: City Administrator Steve Crowell made a presentation and introduced Ms. Glenna Vernon, Transit Department Administrative Assistant, as recipient of the Outstanding Employee Service Award recipient for June, 2017. Mayor Tergin congratulated Ms., Vernon and thanked her for not only her service but for her positive attitude which has 2 REGULAR COUNCIL MEETING, JUNE 19, 2017 had such a great impact on so many other City employees. She then presented her with a City coin and a token of appreciation from the City. Introduction of Summer Interns: Human Resources Director Gail Strope introduced the City’s eight (8) Summer Interns who were attending the meeting. She asked each to provide their name and the City department for which they would be working this summer. Mayor Tergin welcomed them aboard and wished them well in their respective positions throughout the summer. PUBLIC HEARINGS Rezoning 3.25 Acres at 1732 & 1736 Vieth Drive from RS-2 to PUD, and a Preliminary PUD Plan: A staff presentation was made by Planning & Protective Services Director Sonny Sanders, who answered questions asked by the Council. At the conclusion of the staff presentation, the following persons came forward to speak on the proposed rezoning: In Favor:  Mr. Steve Sampson, Central Missouri Professional Services  Ms. Cindy Juckette, owner of the property subject to rezoning The following citizens came forward to speak in opposition to the proposed rezoning: Opposed:  Ms. Laura Huot  Ms. Susan Atkinson  Mr. Todd Mayfield  Mr. Glen Costales Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated the Council will now take up the associated pending bill. 2017-19 sponsored by Councilman Graham, entitled: 3 REGULAR COUNCIL MEETING, JUNE 19, 2017 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 3.25 ACRES OF LAND ADDRESSED AS 1732 AND 1736 VIETH DRIVE FROM RS-2 SINGLE FAMILY RESIDENTIAL TO PUD PLANNED UNIT DEVELOPMENT AND APPROVING A PRELIMINARY PUD PLAN FOR SAID PROPERTY. Following a lengthy discussion, Bill 2017-19 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15677: Aye: Fitzwater, Hussey, Kemna, Mihalevich, Prather, and Wiseman Nay: Graham, Henry, Schreiber, and Ward Mayor Tergin stated that she recognized Boy Scouts in the audience and asked them to introduce themselves and their troop. Two scouts were present from Troop 11 of Thomas Jefferson Middle School introduced themselves and stated which badges towards which they were working. APPOINTMENTS BY THE MAYOR The following appointments to City boards and commissions were recommended by Mayor Tergin for Council approval: A motion was made by Councilwoman Wiseman for approval of the appointments as recommended, seconded by Councilwoman Ward, and approved unanimously. Following their presentation, Mayor Tergin also remin ded everyone of the concert inside the walls at the MSP this year on July 1 featuring music artist Wynonna Judd and the Big Noise. Ms. Jane Beetem, Ms. Cathy Bordner, and Ms. Jennie Smith made a presentation regarding properties in the E. McCarty neighborhood area. They provided handouts about what they considered the historical significance of the properties and asked that the Council do the following: 1. Extend the deadline to prohibit demolition of its City-own properties in the area; 2. Designate the area as a Neighborhood Conservation District; 3. Work with City staff to develop a waiver for the 50% rule; 4. Work with City staff and Parks & Recreation to see if they would sell the properties they own for rehabilitation purposes. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor’s and City Council Announcements:  Mayor Tergin announced that the July 3 City Council meeting would be held at 9:00 A.M. rather than 6:00 P.M. due to the Salute to America events which will begin on the evening of July 3  Mayor Tergin announced the ribbon cutting of the Boys and Girls Club had occurred prior to this meeting and recognized the Council Members and staff who had attended that event.  Last week Mayor Tergin welcomed Fire School to the City  Last week was the 100th Anniversary of the Red Cross and some great vintage artwork would be on display in honor of that event  Recognized Councilman Fitzwater and his son Representative Travis Fitzwater in an article in the News Tribune as a father-son team for Father’s Day  The Fountain of Hope Ceremony would be held Wednesday, July 21 at 5:30 P.M. by the Cultural Arts Commission who would use a fountain to honor Cancer Awareness, and would occur in the alley next to Saffee’s 5 REGULAR COUNCIL MEETING, JUNE 19, 2017  The Missouri Amateur Operators Club would have their annual event on Jun e 24 beginning at 10:00 A.M. through Sunday, 1:00 P.M., at the Fairgrounds and invited the public and City Council to come out for the event.  Recapped the June 12 Work Session held to tour and discuss MSP redevelopment. The presentation can be found on the home page of the City’s website at www.jeffersoncitymo.gov and a photographic “virtual tour” can be found on her blog at mayortergin.blogspot.com. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY No responses were made at this time. 9 REGULAR COUNCIL MEETING, JUNE 19, 2017 NEW BUSINESS Review of Demolition of City-owned properties in East McCarty neighborhood Following discussion, a motion was made by Councilman Mihalevich to extend the moratorium on demolition of City-owned properties in the E. McCarty neighborhood for another 90 days, seconded by Councilman Prather, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None UNFINISHED BUSINESS There was no unfinished business brought before the Council. ADJOURNMENT As no other business was brought before the Council at this time, a motion for adjournment was made by Councilman Prather, seconded by Councilman Mihalevich, and approved unanimously at 7:58 P.M.
