RESOLUTION NO. 2013-091 ADOPTED July 23, 2013
A RESOLUTION: AMENDING THE FY 2014 GENERAL FUND BUDGET AND MAKING
A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF
$1,326,136 FOR THE REPLACEMENT OF CAPITAL ASSETS
WHEREAS, the Town Council passed Resolution 2010-072 establishing the Capital Asset
Replacement Reserve for the routine replacement, renovation, and repair of General Fund facilities
and equipment; and
WHEREAS, the Council passed Resolution 2012-030 expanding use of the Capital Asset
Replacement Reserve to include the replacement of vehicles and heavy equipment; and
WHEREAS, the Town Council and Town Manager have determined a need to: (1) replace
vehicles and equipment, (2)refurbish Town Hall parking deck, (3) repair Police Support Building
roof, (4) replace specialized Police Department Equipment, (5)repave parking lots at various town
parks, (6) refurbish Ida Lee Recreation pools and, (7)upgrade Town IT infrastructure; and
WHEREAS, the estimated cost of the items is $1,326,136 to include: $645,762 to replace
vehicles and equipment, $110,000 to refurbish Town Hall parking deck, $75,000 to repair Police
Support Building roof, $89,374 to replace specialized Police Department Equipment, $211,000 to
repave parking lots at various town parks, $80,000 to refurbish amenities at Ida Lee Recreation
pools and, $115,000 to upgrade Town IT infrastructure; and
WHEREAS,the Town Manager has the discretion to direct appropriate administrative
actions to complete additional one-time routine replacement, renovation, repair and equipment
projects with unutilized funds from this appropriation; and
WHEREAS, in accordance with Sections 15.2-1427 and 15.2-2507 of the Code of Virginia,
a public hearing was held on July 23, 2013 because the supplemental appropriation request exceeds
by more than one percent ($889,068)the FY 2014 Adopted Town Budget of$88,906,820.

THEREFORE, RESOLVED,by the Council of the Town of Leesburg in Virginia that the
General Fund Budget is amended and a supplemental appropriation is made in the amount of
$1,326,136 for the acquisition of the above mentioned items.
