AN ORDINANCE TO APPROPRIATE FORTY-TWO THOUSAND DOLLARS ($42,000.00)
FROH THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) TO
BE USED FOR R u S #11, RIGHT OF WAY, NORTHWEST 5TH, INTERSTATE
70 TO 850 FEET SOUTH OF SHERIDAN STREET.
WHEREAS, certain extraordinary emergencies have developed since
the adoption of the existing annual budget so that it is now neces-
sary to appropriate more money for various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1974, the following
amount of money is hereby appropriated and set apart out of the
fund named and for the purpose specified. Said sum being subject
to all laws governing the same. Such amount appropriated shall
be held to include all expenditures authorized to be made during
the year, unless expressly stipulated by law.
SECTION 2. That for the said fiscal period, there is hereby appro-
priated from the Cumulative Capital Improvement Fund (Cigarette
Tax) to be used for R & S #11, Right of !'Jay, Northwest 5th, Inter-
state 70 to 350 feet South of Sheridan Street, the following
specified amount to meet the extraordinary emergency hereby declared
to exist:

These funds are to be appropriated for the following project:
R & S #11, Right of !Jay, Northwest 5th, Interstate 70 to
850 feet South of Sheridan Street.
SECTION 3. This Ordinance shall be in full force and effect from
and after its passage and approval by the Mayor and is subject
to the laws of the State of Indiana, governing emergency appropria-
tions.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City September
3, 1974 at the hour of 7:30 P.M.
Councilman Marino presided with the following members present• Messrs
Brown Cornett ,
Mills Williams
,
Absent: Merchanthouse, Dr.- Shields ,
The following business was had to -wit:

(OTHER BUSINESS HAD)
The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of August 21 and August 28, 1974
Said notices stated that a public hearing would be held on the r a� o
September 1974 , by the Common Council to consider additional appropria-
t1onss as provided'r in Ordinance No. 2828-1974 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be received awn or?ered
filed, seconded by Councilman Elstro and on voice vote the motion
was carried.

Councilman Geier moved for engrossment of Ordinance No. 2928-1974, seconded by
Councilman Williams and on unanimous voice vote the motion was carried.
Councilman Geier moved to suspend the rules to read by title only on third
reading Ordinance No. 2928-1974, seconded by Councilman Elstro and on a call
of the roll the following was recorded: Ayes; Brown, Cornett, Elstro, Geier,
Mills, Williams and Marino. Noes; None. The vote being seven (7) to zero (0)
in favor of the suspension.
The Clerk read by title only on third reading Ordinance No. 2928-1974.
After hearing all persons present, Ordinance No. 2928-1974 was placed on
final passage or rejection and on a call of the roll theMoTlowing was recorded:

The vote being 7 to 0 in favor of passage of Ordinance No.2928-1974.
