A RESOLUTION: AWARDING PURCHASE OF SYCOLIN ROAD WIDENING PHASE III
STREAM AND WETLANDS MITIGATION BANK CREDITS TO
LOUDOUN COUNTY WETLANDS AND STREAM RESTORATION,
L.C. IN THE AMOUNT OF $100,554.86.
WHEREAS,the Sycolin Road Widening Phase III project requires the relocation of a
minor stream and impacts wetlands which require mitigation; and
WHEREAS,there is no opportunity on the project to provide the mitigation,thus requiring
offsite mitigation; and
WHEREAS,in response to a public solicitation for bids for the purchase of stream and
wetlands mitigation bank credits for the Sycolin Road Widening Phase III project,the Town
received four bids on July 25,2013 from the following firms:

WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS,there was a tie for the wetlands credit, it was determined that it is in the
Town's best interest to award a single contract for both the stream compensation credits and the
wetlands credits; and
WHEREAS, Loudoun County Wetlands and Stream Restoration L.C. was determined to
be the lowest responsive and responsible bidder; and

L.C. IN THE AMOUNT OF $100,554.86.
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not-to-exceed contract price; and
WHEREAS,there are sufficient funds in the Capital Projects Fund and no additional
funding is needed to award this contract.
THEREFORE,RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney,with
Loudoun County Wetlands and Stream Restoration L.C. in the amount of$100,554.86 for the
purchase of stream and wetlands mitigation bank credits for the Sycolin Road Widening Phase III
project.
PASSED this 13th day of August,2013.
