RESOLUTION NO. 2013-103 ADOPTED September 10,2013
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE
LOWENBACH PHASE IV—STORM DRAINAGE IMPROVEMENTS
PROJECT TO ARTHUR CONSTRUCTION CO., INC. IN THE
AMOUNT OF $1,299,851.75.
WHEREAS,the Lowenbach Phase IV-Storm Drainage Improvements project is a funded
capital project; and
WHEREAS,this contract award is for Phase IV of the project covering storm drainage
improvements along Edwards Ferry Road, Cherry Lane and Mayfair Drive; and
WHEREAS, in response to a public solicitation for construction bids for the Lowenbach
Phase IV—Storm Drainage Improvements project, the Town received five bids on August 27,
2013, from the following firms:
• Arthur Construction Co., Inc. $1,299,851.75
• La Terre Construction $1,464,388.00
• A&M Concrete $1,598,089.50
• Fort Myer Construction $1,740,241.00
• Civil Construction,LLC $2,630,641.00; and
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Purchasing Policy; and
WHEREAS, Arthur Construction Co., Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and
WHEREAS,no additional funding is needed to award this contract.

LOWENBACH PHASE IV—STORM DRAINAGE IMPROVEMENTS
PROJECT TO ARTHUR CONSTRUCTION CO., INC. IN THE
AMOUNT OF $1,299,851.75.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Arthur Construction Co., Inc. in the amount of $1,299,851.75 for the construction of the
Lowenbach Phase IV—Storm Drainage Improvements project.
PASSED this 10th day of September, 2013.
