AN ORDINANCE TO APPROPRIATE THE SUM OF SIX THOUSAND DOLLARS ($6,000.00)
FROM MOTOR VEHICLE HIGHWAY CASH OPERATING TO MOTOR VEHICLE HIGHWAY
FUND.
WHEREAS, certain extraordinary emergencies have developed since the
adoption of the existing annual budget so that it is now necessary
to appropriate more money for the various functions of the City
Government than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its
institutions for the year ending December 31, 1974, the following
amount of money is hereby appropriated and set apart out of the fund
named and for the purpose specified. Said sum being subject to the
laws governing the same. Such amount appropriated shall be held to
include all expenditures to be made during the year unless expressly
stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appro-
priated from the MOTOR VEHICLE HIGHWAY CASH OPERATING FUND the
following specified amount to meet the extraordinary emergency hereby
declared to exist:

SECTION 3. This Ordinance shall be in full force and effect from
and after its passage and approval by the Mayor and is subject to
the laws of the State of Indiana governing emergency appropriations.

Indiana, this day of 1974.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City October 21,
1974 , at the hour of _ 7:30 P.M.
Councilman Marino presided with the following members present: Messrs.
BMM Cott ElsSro Geier
Hilton Merchanthouse Hills Williams
Absent: done.
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of October 9 and Oct" 16, 1974 .
Said notices stated that a public hearing wou d be eld on the 21st day o
October, 1974 , by the Common Council to consider additionaT appropria-
t ons as provided or in Ordinance No. 2941-1974 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Geier
moved the proof of publication and posting of notices be received -an or eyed
filed, seconded by Councilman Merchanthouse and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 2941-1974
Councilman Geier moved for engrossment of Ordinance no. 2941-1974, seconded by
Councilman Elstro and on unanimous voice vote the motion was carried.
Councilman Geier moved for suspension of the rules and read Ordinance No. 2941-1974
on third reading by title only, seconded by Councils ftrchanthouse and on a
call of the roll the following was recorded: Ayes; drawn, Cornett, Elstro, Geier
Hilton, Merchanthouse, Mills, William and Marino. Hoes; bone. The vote being
9-0 in favor of suspension.
The Clerk read by title only an third reading Ordinance No. 2941-1974.
After hearing all persons present, Ordinance No. 2941-1974 was placed on
final passage or rejection and on a call of the roll the fo`�lowing was recorded:
