RESOLUTION NO. 2013-104 ADOPTED September 10,2013
A RESOLUTION: AWARDING THE CONSTRUCTION CONTRACT FOR THE AIRPORT
RUNWAY SAFETY AREA GRADING PROJECT AND ACCEPTING A
GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION AND
THE FEDERAL AVIATION ADMINISTRATION.
WHEREAS,the Airport Runway Safety Area Grading project is an approved capital
project in the FY 2014-2019 Capital Improvement Program; and
WHEREAS, in response to a public solicitation for the construction bids of the Airport
Runway Safety Area Grading project,the Town received seven bids on July 17, 2013 from the
following firms:
• Branch Highways, Inc. $743,275.00
• Madigan Construction $864,349.99
• General Excavation, Inc. $894,580.00
• Perry Engineering Company, Inc. $903,430.40
• Fort Myer Construction Corporation $996,905.00
• Laurita, Inc. $1,070,000.00
• Corinthian Contractors, Inc. $1,100,000.00
WHEREAS,the bids were evaluated by the Director of the Office of Capital Projects and
the Chief Procurement Officer in accordance with the Town's Procurement Policy; and
WHEREAS, Branch Highways, Inc. was determined to be the lowest responsive and
responsible bidder; and
WHEREAS,this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS,change order procedures are detailed in the bid specifications; and

GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION AND
THE FEDERAL AVIATION ADMINISTRATION.
WHEREAS, the total estimated cost of the projects including design, construction,
construction management,and utility relocation is $1,135,353.73; and
WHEREAS,the Virginia Department of Aviation(DOAV) grants provide 3%of design
funding and 8%of construction funding for the project in the amount of$89,802.43; and
WHEREAS,the Federal Aviation Administration(FAA) grants provide 95%of the design
funding and 90%of the construction funding for the project in the amount of$1,009,522.90; and
WHEREAS,the Town of Leesburg is required to provide 2%of the funding and cover any
non-AIP eligible costs,the Town share for this project is $36,322.40; and
WHEREAS,the Town Manager is required to sign the grant offers; and
WHEREAS, grant funding from both the FAA and DOAV is above what is shown in the
approved Capital Improvement Program,the additional amounts of funding need to be
appropriated to the project;and
WHEREAS, additional Town funding in the amount of$15,722.40 is needed, and funding
is available from the Capital Projects Fund.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that:
SECTION I: The Town Manager is authorized to execute the grant offers from the
Virginia Department of Aviation and the Federal Aviation Administration.
SECTION II: The additional funding from the Virginia Department of Aviation, Federal
Aviation Administration, and the Town are hereby appropriated to project number 11502 for the
Runway Safety Area Grading project.

GRANT FROM THE VIRGINIA DEPARTMENT OF AVIATION AND
THE FEDERAL AVIATION ADMINISTRATION.
SECTION II: The Town Manager is authorized to execute a contract in a form approved
by the Town Attorney with Branch Highways, Inc. in the amount of$743,275 for the construction
of the Airport Runway Safety Area Grading project.
