1 CALL TO ORDER / PLEDGE OF ALLEGIANCE Mayor Groisman called the meeting to order at
10:05 AM.

Jorge M. Gonzalez, Village Manager

Susan Trevarthen, Village Attorney
The Bal Harbour Color Guard presented the flags of the United States, the State of Florida and Bal
Harbour then led the Council in the Pledge of Allegiance.
2 INVOCATION — Rabbi Sholom Lipskar delivered the invocation.
3 RATIFICATION OF VILLAGE CLERK'S CERTIFICATION OF ELECTION RESULTS
3.1 MOTION OF VILLAGE COUNCIL OF BAL HARBOUR VILLAGE, ACCEPTING AND
ADOPTING THE CERTIFICATE OF THE RESULTS OF THE NOVEMBER 6, 2018 GENERAL
MUNICIPAL ELECTION FOR BAL HARBOUR VILLAGE.
MOTION: A Motion to accept the Village Clerk's Certification was moved by Assistant Mayor Salver
and seconded by Councilman Jeffrey Freimark.
VOTE: The Motion passed by unanimous voice vote (5-0).
4 SPECIAL PRESENTATIONS
Mayor Groisman thanked Councilwoman Patricia Cohen for her service and commitment to Bal
Harbour Village and presented her with a commemorative plaque. Assistant Mayor Salver presented
a proclamation to Councilwoman Cohen and Mr. Gonzalez presented an orchid to commemorate her
service. Councilwoman Cohen thanked members of the Council, members of the Staff and members
of the public.
5 OATH OF OFFICE OF NEWLY ELECTED / RE-ELECTED COUNCILMEMBERS
The Village Clerk provided the Oath of Office to all newly elected councilmembers: Councilman
Gabriel Groisman, Councilman Seth E. Salver and Councilman Buzzy Sklar.
6 APPOINTMENT OF TEMPORARY CHAIRPERSON
Mr. Gonzalez was appointed temporary chairperson.
7 ELECTION OF MAYOR
MOTION: Councilman Jeffrey Freimark moved to nominate Councilman Gabriel Groisman to serve
as the Mayor of Bal Harbour. There were no further nominations.
VOTE: The Motion passed by unanimous voice vote (5-0).
Mayor Groisman accepted the Office of Mayor
8 OATH OF OFFICE - MAYOR
The Village Clerk provided the Oath of Office to Mayor Gabriel Groisman and thanked his family and
members of the Council saying that it was his honor to serve the community.
9 ELECTION OF ASSISTANT MAYOR
MOTION: Councilman David Albaum moved to nominate Councilman Seth Salver to serve as the
Assistant Mayor of Bal Harbour. There were no further nominations.
VOTE: The Motion passed by unanimous voice vote (5-0).

Assistant Mayor Salver accepted the Office of Assistant Mayor and thanked members of the Council,
his father and other family members for their support and said that he was looking forward to
working with this Council in making Bal Harbour a better place.
10 OATH OF OFFICE - ASSISTANT MAYOR
The Village Clerk provided the Oath of Office to Assistant Mayor Seth E. Salver.
